高齡友善城市空間世界衛生組織指標內容與評估因子分析

摘要

台灣已成為高齡化社會。為讓高齡者能「成功老化」，享受健康、舒適、獨立自主的生活，需要調整臺灣社會中對高齡者之諸般社會福利服務，同時結合都市中眾多公共建設硬體設施，來滿足高齡者之需求。世界衛生組織出版「高齡友善城市指標」，提出8個面向作為都市推動高齡友善城市之指標。台灣地區適用指標之方式值得探索。本研究蒐集與研究WHO高齡友善城市有關建築與都市環境之指標內容，配合我國都市環境發展現況，提出規劃台灣高齡友善城市發展之重要議題。研究方法對國內外高齡友善城市相關之參考文獻、法規議題、設施案例等，分析世界思潮變遷、政策理念、支援措施體系。結果顯示針對高齡者需求，藉由環境改善提升高齡者生活。探討隨老化改裝住宅之現象而拓展到高齡友善社區，以及健康城市觀念之引入。將城市之全球競爭力與公共建設投資之有效觀念納入。高齡友善社區則以在地老化為核心理念。在地老化結合社區營造促進溝通，增加社會資本之手段，建設高齡友善城市。高齡友善城市指標依照台灣都市空間設施，有調整之必要。

Taiwan has been transformed into an aged society. The elderly who enabling the ”successful aging” concept, need a healthy, comfortable, and independent life. Taiwan society has to adjust all social welfare services for elderly, combined with the construction of many public facilities in the city, to meet the needs of the elderly. The World Health Organization (WHO), published ”Global Age-Friendly Cities: A Guide”, that indicated 8 indexes for promotion of elderly-friendly cities. Whereas the indexes of barrier-free and safe public space, public transport, housing, communications and information, and community projects were explored for realized feasibilities on Taiwan regions. We analyze the WHO Age friendly city Indexes relating to buildings and the urban environment, and set up parameters for planning of elderly-friendly cities in Taiwan, according to the development of Taiwan urban environment. We investigate reference literature, survey data, regulations issues, and facilities cases that of WHO age friendly city, in order to analysis, and explore subjects as world thought changes, policy concepts, and the facility support systems. The results show that urban environment has to be improved in order to satisfy demand for elderly. The application of refitting of aging houses, aged-friendly community, as well as the healthy cities concept all were combined into concepts of the age friendly city. Global competitiveness of the city and the efficiency of public construction investment are also benefited the realization of age friendly city. The core concept of aged-friendly community is aging in place. Aging in place in conjunction with community-cooperation enhanced communication, increased social capital, and realized the aged-friendly cities. The indexes of age friendly city for Taiwan urban space and facilities are required to be adjusted the contents.
