工業化與全球化後的我國,社會經濟快速變遷,導致文化之保存漸趨困難。而其中主要依託於「人」而存在的非物質文他遺產,乃文他多樣性的表徵,是各社會群體間得以彼此瞭解並進行交流的要素,其保存相較於有形文他遺產顯得更為不易。鑒於非物質文他遺產主要建立於「人」的經驗傳承之上,強調社區群體之參與,本文希望藉由探討台灣現行的法規與政策,了解政府如何讓民間實質有效的參與非物質文化遺產之保存。本文將先分析文化資產保存法之沿革,論述本法對台灣非物質文化保存之正面影響,其後介紹相關政策委任民間經營古蹟和地方文化館計畫並配合實例佐證,凸顯台灣政府與民間對於非物質文化遺產保存所作之努力。
Taiwan's society has been changing rapidly after industrialization and globalization and the protection of heritages becomes more difficult, especially for the intangible cultural heritages. The intangible culture heritages, which represent cultural diversity and human creativity, are transmitted from generation to generation by the identification and participation of community. Thus, the participation of citizens is crucial for saving the intangible cultural heritages. Considering the important role of citizens in protecting the intangible cultural heritage, this paper analyses the regulations history of Cultural Heritage Preservation Act to present how the regulation has been revised for encouraging citizens to preserve intangible culture heritages. Moreover, one governmental project, the Local Culture Museum is presented as the example of the achievement of the regulation and related policies.
