臺灣濕地保育策略及管理機制

The conservation strategy and management mechanism of Taiwan wetland

摘要

濕地蘊含了重要生物基因，並具有保水抑洪、淨化水質、穩定海岸、觀光遊憩與研究教育等功能。然而臺灣濕地的價值長期受到忽略，部分濕地生物甚至因爲棲息地的喪失與污染而瀕臨滅絕。爲有效推動濕地保育各項工作，我國於2013年完成濕地保育法之立法程式並通過3項子法，以求完善濕地保育配套措施。本研究將透過彙整相關文獻及政策內容之研析，提出臺灣濕地法制化規範下之管理制度及推動策略，期能對於濕地保育或管理工作方針有較完整之思維戰略。

Wetlands contain important biological genes. There are many functions in Wetlands, includes flood water retention, water purification, stabilization coast, recreation and tourism research. The value of wetlands have been ignored in Taiwan all the time, so many habitat were pollution and endangered. In Taiwan, wetland conservation work is effectively because the government has completed the legislative program of the Wetland Conservation Law in 2013. In this study, the author will review literature and policy and provide a structure about wetland management approach of strategic thinking.
