人類世的發展與挑戰:以長白山生物圈保留區為例

The challenges of the Anthropocene: Human and nature coexistence system in Changbai Mountain Biosphere Reserve

摘要


工業化之後,人類重新塑造地球的環境和生物圈,我們已進入人類世(Anthropocene),居住在由人類建造的地球。本文探討生物圈保留區的發展如何去回應人類世的永續發展挑戰,討論保護區如何創造人與自然和諧共存的永續生物圈地景。在這樣的脈絡下,本文以目前世界最大的溫帶森林保護區「長白山生物圈保留區」為例,重新去檢視長白山生物圈保留區的建構與發展。本研究收集長白山保護開發區管理委員會網站2008年至2017年的公開資料,以內容分析法為主,輔以專家現地調查,重新探討生物圈保留區的概念-人與自然共存、生物圈完整性。本文提出生物圈保留區仍需考量文化多樣性、倫理與精神價值,以及社區自力自主,才能符合永續發展的初衷,並呼應聯合國2015年的永續發展目標。

The Industrial Revolution brought dramatic changes to the environment and biosphere. The world has entered a man-made epoch, the Anthropocene. This study aims to discuss how biosphere reserve is prepared to respond to the challenges of sustainable development in the Anthropocene epoch. In this context, we review the development of Changbai Mountain Nature Reserve. A content analysis of government's open data from 2008 to 2017 provided by Jilin Changbai Mountain Protection Development Management Committee (JCMPDMC) and the expert panel's field visit was conducted to discuss how protected area creates a harmonious coexistence landscape. The results showed that we need to pay attention on culture, ethics and spirituality, as well as self-reliant communities that underpin the initiatives of the Sustainable Development Goals.
