摘要

BCR是1973年，由歐盟「聯合研究中心(Joint Research Center，JRC)所成立的計畫，任務是整合不同實驗室間的量測研究工作與發展認證參考物質(CRMs)。30年來，BCR的計畫名稱與策略不斷整併及改變。直到2004年，歐洲三個主要CRM生產機構孕育了ERM構想，決定以ERM®取代先前長期使用的CRM名稱「BCR®」。而本文係針對歐洲認證參考物質的研製與發展歷史，作進一步之整理及討論。同時也列舉幾個實例，說明製造ERM的一般程序及取樣與前處理程序。期能提供國人在擴展歐洲商品市場時作為參考。

BCR, a programme was established in 1973 by the Joint Research Centre (JRC) of European Commission. The mission of BCR was to organize interlaboratory measurement studies and develop certified reference materials. Over 30 years revolution, the programme has expanded toward a stronger European, measurement network. In 2004, three major European CRM producers conceived the ERM concept, and launched the ERM® as trademark for CRM, instead of BCR®. This article reviews the research and development of ERM, several examples for the description of the general and preparation procedures of ERM were used in order to bring insights of technical requirements for those who wish to stretch out to European market.
