《幼兒園教保活動課程大綱》政策之施行分析

An Analysis of the Implementation of "Curriculum Outlines for Preschool Care-taking Activities" Policy

摘要


本研究透過相關文獻、法規文件、訪談、研究者省思等探討《幼兒園教保活動課程大綱》政策推行以來,在幼兒園施行所遭遇到的狀況與因應之道。研究發現如下:《課程大綱》政策推行造成新課程與舊課程、理想課程與實際課程之間形成課程斷層,而以往的思維模式亦影響配合《課程大綱》政策的意願,倘若研習活動又未能在現場教學落實,易造成對《課程大綱》的模糊解讀與模仿複製的情況。對所遭遇的狀況找出原因與因應之道,其認為課程斷層的衝擊能使幼教工作者更能站在幼兒的立場去思考,而《課程大綱》內涵讓幼教工作者對課程有一個更好的依循方向。對於《課程大綱》的誤解、誤用或模糊的情況,應在研習與提供有層次的輔導方式再做努力。

This study reviews the academic literature, legal documents, interviews and researchers' inspirations regarding the difficulties preschools have experienced since the implementation of "Curriculum Outlines," and how preschools have responded to these difficulties. The results show that the implementation of "Curriculum Outlines" policy caused different curriculum gaps among new and the old courses, as well as the ideal and the actual courses. Previous thinking patterns also influenced the implementation of the new policies. Training seminars were not conducted well, causing the "Curriculum Outlines" to be inauthentically interpreted, leading to a mere rehashing of older methodologies. Regarding the roots and the solutions to various difficulties, this findings of this research indicate that curriculum gaps will further incentivize preschool staff to strive to better understand issues from the children's perspective. The content of "Curriculum Outlines" provides preschool personnel a better guideline for their curriculum design. As to misunderstandings, misuse of policy, and inauthenticity in using of "Curriculum Outlines," more effort should be put into training seminars and step by step guidance.
