摘要

二十多年以來，各界對安全文化與安全氣候的起因、內涵及影響，並沒有太多共識。本文探討國內外安全氣候與安全績效的關係之文獻，並基於系統理論，以發展本土化量表。經問卷調查發現，安全氣候與安全績效具有顯著正相關，尤其是安全氣候中之「管理階層的安全承諾及行動」與安全績效具有最強大之相關性。是以，組織企圖追求卓越之安全績效，可藉由創造積極之安全氣候來達成。

There hasn't been much consensus on the cause, the content, and the consequences of safety culture and climate in the past twenty years. This paper reviews the literature about relationships between safety climate and safety performance. Basing on System Theory, The researchers develop localization scales, and then administer questionnaire. Findings suggest that there is a significant positive correlation between safety climate and safety performance. In particular, the strongest correlation between managers' safety commitment and action and safety performance was found. Therefore, an organization may pursue the excellent safety performance by creating the positive safety climate.
