校園違規停車行動稽查輔助系統建置研究

A study on developing a mobile inspection system for illegal parking on campus

摘要


台灣校園違規停車查報大多依賴人力,費時費力。再者校警除管制車輛進出外,尚須維繫校園安全,實在沒有多餘時間與精力,稽查違規停車、開單告發。因此本研究嘗試研發「校園違規停車行動稽查輔助系統」,輔助稽查校園違規停車、開單告發及繳款銷單…等作業,以減輕校警工作負荷,期能使校警花更多心力與時間於校園安全之維繫上,提升校園安全。本研究以架設網站、建置後端資料庫及行動裝置資料庫,藉無線/有線網路同步資料方式,進行校園違規停車行動稽查工作。藉由行動裝置上之行動稽查系統,讓稽查員於稽查時,得以開單告發違規車輛,並透過有線/無線網路即時將違規資訊,以合併式複寫方式,從行動裝置資料庫複寫至後端資料庫,完成資料同步作業。再藉由所架設的網站,讓稽查員/校警得以查詢或管理違規資訊、追繳違規人罰款及後續收款銷單作業;至於網站訪客,可藉由網站查詢是否已違規、已繳款、已銷單及校園停車規定相關資訊。經系統實際上線運作及使用者滿意度調查顯示,本系統確實能有效輔助校園違規停車稽查工作,得以減輕校警工作負荷,增進校園安全。

Looking at the illegal parking on campus in Taiwan, mostly rely on human inspection report is not only time-consuming but also hard sledding. In addition to control vehicles on campus, the campus police must maintain the campus safety. Therefore, campus police have no extra time and energy to ban illegal parking and to write traffic ticket. Therefore, this study attempts to develop a mobile inspection system for illegal parking on campus to inspection and prosecution of illegal parking and to reduce the workload for campus police. With this system, campus police can spend more time and effort to maintain security on campus and to improve campus safety. Based on these demands, this study setup a website with a back-end database and a mobile inspection system with mobile device database, through wireless / wired network for inspecting illegal parking on campus. Using mobile device with the inspection system allows inspectors through merge replication to synchronize data in the mobile device database and back-end database. Through the website, administrator or campus police can manage or query information for illegal parking on campus. And, when fine was paid, traffic ticket will be canceled. Similarly, users can use website to check if they are illegal or to pay fines and to cancel traffic tickets. Finally, results for system on-line operation and user satisfaction survey revealed that this system can effectively carry out inspection work for illegal parking on campus, can reduce the workload for campus police, and can improve the campus safety.
