治理網絡的效能與民主:以臺北市政府推動村里廉政平臺為探討

The Effective and Democratic of Governance Network: A Survey on the Village and Borough Anti‐Corruption Platforms Design of the Taipei City Government

摘要


現今處於變遷迅速的時代,政府所面對的問題都是結構複雜,橫跨不同層級組織、多元行動者及多元的治理網絡,因此治理網絡如何以有效且符應民主的方式來達成良善治理就至為重要。而良善公共治理(good public governance)最關鍵指標就是政府的透明與廉能,因為運營廉政網絡向以公共組織為治理的核心,並以此作為建構治理網絡的依據。惟公共治理者是否具有系統治理的能力,攸關能否展現出應有的治理績效。本文以臺北市政府推動村里廉政平臺為分析焦點,以系統治理(meta-governance)視框,探討與發掘廉政平臺在多元治理網絡系絡間的連動關係,進而從效能及民主兩大主軸,發展出四大面向:網絡設計、建構、管理及參與,檢視與評估現行廉政平臺的運營情況,並針對因而所生的問題與困境,提出具體的解決方案與政策建議。研究發現主事者對於有效治理的認知與能力有所不足,而公民政治效能感與公共參與意識在參與村里廉政平臺運營後有所提升。不過,廉政平臺網絡參與的行動者間信任資本猶低仍有待厚實。因此,唯有充分將系統治理的價值、原則及策略工具,充分鑲嵌、結合在平臺的運營上,方可更符合效能及民主原則,全面提升網絡治理的成效,發揮及擴大廉政治理網絡的效應。

We live in an era of mercurial changes, and the complexity of problems facing our government today involves inter-level cooperation, multiple actors, and multi-governance network. The governance of the anti-corruption network is cored on the nature of public organizations, which serve as the foundation of the governance network construction. However, the burden of manifesting the efficiency of the governance process lies on the meta-governance capacity of the actors of the public governance. This paper focuses on the performance of the Taipei City Government in implementing the village and borough anticorruption platform, and delves into the correlated link between anticorruption platforms and governance network through the meta-governance path and framework. Four principal facets are created and hinged on two main considerations-efficiency and democracy: network design, framing, management, and participation. Inspection and assessment of the system design and status of operations of the current anti-corruption platform are conducted. Moreover, the paper proposes specific feasible solution and policy recommendations to the dilemmas and problems encountered. The study discovered that although meta-governance may compensate, integrate, and upgrade the inadequacies in the representative democracy of the governance network, there would be a delay or retention of in the role cognition of the meta-governance actor. Moreover, the cultivation and development of the meta-governance capacity also manifested inadequacies. It is only through full combination of the value, regulations, and principles of the meta-governance and the policies and tools with the anti-corruption platform operations that such make the governance system effective and democratic. At the same time, this would enhance every aspect of the network management performance and also optimize and expand the effect of the anti-corruption governance network.
