摘要

鑒於在監女性受刑人以毒品犯居多和具高再犯率，本研究主要目的在透過跨國比較和調查研究法，分析台灣、英國、美國和日本等四個國家女性毒品受刑人之矯治處遇概況，並根據調查分析結果，提出符合女性毒品受刑人需求之矯治處遇。文中比較分析台灣、英國、美國和日本有關女性毒品受刑人之輔導、治療/心理健康、親職教育、子女照護、就業輔導/技訓和社會復歸等處遇措施；並根據561 名女性毒品受刑人之調查資料，就其接受作業/技能訓練、教化輔導、攜子入監和社會復歸等處遇狀況和需求進行分析。研究結果顯示，多數女性毒品受刑人對作業和技能訓練持正向態度；不同機構型態之教化輔導資源仍有不同；女性的母親角色、親職教育和子女照護受到重視，並提供整合性的出監輔導計畫，以協助其復歸社會和降低再犯。最後根據跨國比較分析和量化研究發現，針對教化輔導、諮商與心理治療、親職教育和子女照護、職業訓練、社會復歸等面向，提出女性毒品受刑人處遇之芻議。

Due to the high proportion and recidivism rate of female drug inmates in Taiwan, the cross-national comparison was used to explore correctional treatments for women's drug-related offenders among Taiwan, the United Kingdom, the United States, and Japan. In addition, self-reported survey data derived from 561 female drug inmates had been collected to observe correctional treatments and needs, including labor and skill training, rehabilitation and education, care for mother and child, and reentry to society. Findings indicate that most respondents had a positive attitude towards labor and skill training. There exist significant differences in resources of rehabilitation and education among three types of women's prions. Female inmate's motherhood, parenting, and child care are highly concerned. Integrated programs are provided to assist women drug inmates reintegrated into society and to prevent from recommitting crime. According to the cross-national comparison and quantitative analysis, preliminary suggestions are also discussed.
