摘要

早期政治經濟學強國家／弱國家的二元論述，逐漸遭受到社會多元團體的質疑與全球化的衝擊，現今多數民主化國家的治理結構業已由強硬的威權型態，轉變成為彈性的與協調的模式。國家機制除了面臨內部的挑戰之外，國家主體的建構亦受到全球化發展與區域主義崛起的衝擊。本研究即以此為背景，討論全球化發展過程與國家體制之間的互動關係，以及全球化模式持續性建構對許國家機制內在統理結構的影響，透過針對台灣外籍勞工政策的分析，以呈現國家如何在外勞政策上採取適應性的調整與策略性的回應，而此一動態分析亦顯示國家行動結構的思考模式已跳脫國家角色的制式化與缺乏彈性的傳統窠臼，並且重新賦予及定位了國家機器現代自主的行動模式與策略。

While the binary discourses of strong/weak state in the early political economy were questioned and gradually changed by the pressure of diverse social interest groups and the impact of globalization in the past years, almost all the democratic states in nowadays have been transformed from authoritarian systems into a more flexible and coordinative style. That is, national mechanisms are not only challenges from the domestic demand, the role of the state is also subject to the impact of the development of globalization and rise of regionalism. The present study is based on the context to discuss the interactive relationship between the globalization process and the state system, and the ongoing globalization effect on internal governance structure of national mechanisms. Through the analysis of Taiwan foreign labor policy, the study illustrates how the adjustments and strategic responses that the State takes in her foreign labor policies. This dynamic analysis also shows that the policy-making considerations of the state has escaped from the traditional trip of depending on regulations and rigid role model, and the state machinery and its action pattern and strategy has been refreshed and redefined into a modern autonomous mode.
