協會導入TTQS關鍵成功因素之分析

An exploratory study on the introducing TTQS critical success factors for associations

摘要


本主旨在探討導入「訓練品質評核系統」(TTQS)的關鍵成功因素,研究對象為協會。本研究歷經三個階段:首先由文獻探討歸納出導入TTQS關鍵成功因素的訪談問卷;繼而針對10位TTQS評核委員和5位協會承辦TTQS人員進行深度訪談,再運用質化研究方法的紮根理論,歸納協會導入TTQS關鍵成功因素為14項關鍵成功因素和4大構面,分別為組織與人員面、訓練規劃面、訓練執行面及訓練評估面;最後,透過13位專家學者填寫層級分析程序法(AHP)問卷,決定上述構面、關鍵成功因素的相對權重。根據所得到的研究結果,建議協會導入TTQS時,應優先注意的事項,並對後續研究提出具體建議。

This study investigated key success factors (KSF) for the association that adopting Taiwan TrainQuali System (TTQS). This study went through three stages. Firstly, by literature review, a 14-item of KSF on adopting TTQS were developed for the association interviews. Then, the in-depth interview data were collected from 15 TTQS Evaluation Commissioners and 5 associations undertaking TTQS. And then, using the grounded theory of qualitative research method summarized 14 KSFs and 4 major aspects of KSF for the association that adopting TTQS. The 4 major aspects of KSF are organization and staff, training planning, training implementation, and training evaluation. Finally, through 13 experts and scholars filled in the Analytic Hierarchy Process (AHP) questionnaire to determine the relative weight of 4 major aspects of KSF and 14 KSFs, According to the research conclusion, recommending the high priority for association adopting TTQS, and addressing specific recommendations to the follow-up study.
