摘要
大部分人都習慣地以為：創新要在新資訊中才能找到。其實這種看法並不全對，因為古人（及前人）也曾經思考過類似的問題，並且也有過解決的方案。這些方案，許多記錄在檔案之中。作者試著從這個立場，來看檔案管理，並且援用最新的數位化科技，肯定二十一世紀是人類腦筋完全翻新的世紀，故將知識經濟的先進新概念，與檔案管理的所謂老舊行業結合，以探討其與推動社會發展的關係。文中強調檔案運用有四大管道：第一是分別管理，第二是合作互通，第三是研究，第四是開發。四者如能環環相扣，則社會的發展，將不可限量。因為檔案之中所包含的固有智慧，常能歷久彌新，不因使用而耗竭。全文引用國內外許多實例，顛覆讀者對檔案的成見，證明檔案經過妥善管理以後，將大有助於社會的進步與發展。

The technology of digitized archives marks the beginning of a brand new era for the usage of documents or the like which, being sources of knowledge from former experiences and wisdom, can promote the development of society. The author tries to interpret why the archival management must change its attitude from bureaucratic passiveness in the old days to now positive creativeness by giving fresh examples from USA, Japan, Singapore, Mainland China as well as Taiwan.
