摘要

世人經由檔案文件所記載之內容，可鑑前世之興衰、考當今之得失，惟面臨快速成長之檔案文件，為凸顯真正具有價值之檔案文件，並考量保管成本，必須進行檔案文件價值鑑定。雖然在理論上，已有各種檔案文件價值鑑定模式提出鑑定工作指引；亦有先進國家諸如美、英、俄、加、澳等國之經驗，可資借鏡，但為避免鑑定過程流於主觀或片面，我國實有必要擬訂系統化之鑑定策略。因此，本文試圖從策略規劃之角度，運用管理SWOT分析方法，藉以瞭解並比較我國檔案文件價值鑑定策略發展之機會、威脅、優勢與弱勢，釐清關鍵發展課題，進而提出檔案文件價值鑑定之策略目標、實施策略與計畫管理要領等，最後，並論述檔案文件存量與應用現代化資訊科技之控制。

Access to records, people not only can examine the vicissitude of the previous generation but also can verify the gains and losses of the present. Facing the rapid accumulations of records, for exposing the truly valuable records with considering the cost for preservation, it is necessary to do the records value appraisal. There are many records value appraisal theories and related practical experiences in developed countries that are worth learning. However, we have to develop a sound and systematic strategy for records value appraisal in Taiwan, and avoid proceeding with that subjectively or incompletely. Therefore, this article aims to apply the SWOT analysis to systematically assess the internal strengths and weaknesses and external opportunities and threats for the strategic development of our records value appraisal. It tries to identify the key development issues, and determine the strategic priorities, goals, tactics, policies, and plans for establishing a strategic planning model. Meanwhile, it states the management skills about the strategic planning. Finally, it also discusses current information technology application to control the quantities of records custody.
