本篇主旨係以1949年政府遷臺之後的防空通信措施做為探討重點,而兼及於軍方與電信局、軍防與民防關係的描寫。其一是介紹遷臺前的本島防空通信,以及政府相關程序法規之構成,乃屬全文的背景說明。其二是處理1958年八二三砲戰前,政府在防空通信建設上的努力。由於民防(圓山)、軍防(蟾蜍山)的二元體制,無法令軍方滿意,於是1954年以後,軍方強力推動將兩者集中蟾蜍山的構想。不過最後結果,卻與電信局原初想法大相徑庭,說明電信局處處被動的困境。其三則嘗試探討八二三砲戰後,政府與軍方積極展開戰時疏散作業,相關的防空通信佈署;以及臺灣省政府疏遷南投中興新村後,建構省區民防通信網的努力。
The primary intention of this article is to analyze the air defensive communication of Taiwan between 1949 and 1966, and regard the military and telecommunication bureau's relations as key point. In fact, Taiwan telecommunications' recovery from the Second World War was slow because each item of equipment lacked, there exited large disparity with the entire society's demand, and delayed the construction of military and civil defense communication naturally. The particularity of the air defensive communication is involving two domains, national defense and telecommunication, for this reason the bilateral cooperation of military and telecommunication bureau is necessary. But military's strategic design did not consider the bureau's construction limits frequently, therefore creates many puzzles. Simultaneously the line lacked, the funds to be difficult, the wartime dispersal work also met with troubles. Until 1966, Taiwan telecommunication supplies and the demands obtained satisfy gradually, the air defensive communication's barriers, only then one after another was solved.
