The Light in Change: The Developmental Study in Photovoltaic Alleviation Project in Yunnan Province

摘要

Since 2006, owing to the pressure suffered from air pollution as well as the requirement for energy structure adjustment, China has actively promoted renewable energy development and came to surpass in scale most of European Union Countries as become the second largest country in renewable energy development. However, as the development goes, the role of renewable development in China has turned out to be more than just an alternative in pollution solution. Among different provinces promoting renewable energy in China, this paper found that the photovoltaic (PV) development in Yunnan province has demonstrated a successful case. This paper aims to answer the following research questions: (1)What factors changed the role of PV development in Yunnan province? (2)How does the role of central-local relationship influence the development of Photovoltaic Alleviation Project? The paper adopts the approach of “Environmental Bundled Economic Interest Approach” to analyze the interaction between local governments, grid company, and local society. From the perspective of local state corporatism, this paper found out that owing to the advantages on PV development, including natural condition as well as development subsidy and policies coming from central government and Yunnan government, the promotion of poverty alleviation could successfully combine with photovoltaic development and provide benefit for local society in Yunnan. Second, through the interaction of local government, local private manufacturer and the local community, this paper found out that a new pattern of photovoltaic development has been formed and provided benefits in supporting poverty alleviation in Yunnan province in China. As a result, the case of Yunnan demonstrated that through the benefit from development policies and natural condition, agents in photovoltaic poverty alleviation project in Yunnan could form a pattern of cooperation and provide support for the local community in the aspect of poverty alleviation.
