摘要

我國在社區發展方案脈絡中，政府一直期待社區組織辦理產業以朝向社區組織擁有自主財源。近年英國聯合政府大力倡導大社會、致力倡導社會企業與社區產業的論述潮流亦提供政府倡議主張學術支援。部分社區組織亦回應政府的期待而投入辦理社區產業。但社區產業涵括的範圍也相當歧異。在這些論述中，包括政府官員、倡議學者及社區組織幹部等人員，對社區產（企）業充滿了不少的期待、甚至是想像，但在政府的官方調查或學術研究領域中，對社區組織推動社區產業的實況仍欠缺具體的資訊。本文關心於社區產業的理念與實踐，以社區發展協會為對象進行調查，以瞭解社區產業的實況。調查發現社區發展協會辦理社區產業的項目偏重於農產品加工及伴手禮，且存在規模小盈餘少的情況。最後，本文依據調查結果，對政府的社區產業推動政策提出政策建議。

Community associations had been look forward developing community- based enterprises for financial reason for three decades. Just recently, the British government promotes the Big Society policy which promotes the social enterprise and community-based enterprise provides academic statement support. Some community development associations invest for community-based enterprise for responding to the expectations mentioned. However, the theoretical system of community-based enterprise is unclear, and what the real meanings of community-based enterprises are blurry. Even many ideal future and statements and advocated by officers, scholars and experts, no specific information about the community-based enterprise were presented. Are there negative stories about community-based enterprises, or risks between them did not be discussed. This paper concerns what the idea and reality of community-based enterprises are. The author review literature for clarifying the meanings of community-based enterprises firstly, and survey to describe the actual situation of community-based enterprises of Taiwan. Some policy suggestions were proposed based on the empirical information.
