台灣國際安規驗證的競爭優勢之研究

摘要

國際「安全規格標準驗證」 我們常稱其為國際安規驗證，簡稱之為「安規」。本研究主要研究目的是在探討台灣發展國際安規驗證的現況和衝擊，以及台灣現階段發展國際安規實驗室的優劣勢與機會，希望透過本研究，建議台灣安規驗證業者應積極尋求國內外合作與策略結盟的機會，同時利用兩岸關係的優勢，強化與中國大陸以及新興國家驗證機構的合作，增強實驗室其測試品質與技術能力，並致力人才培訓，增進實驗室測試的公信力，拓展國際市場，以提昇國家競爭力。

本研究方法是利用文獻回顧法，整合相關文獻，分析國外發展國際安規驗證的現況及趨勢、分析台灣發展國際安規驗證和實驗室的現況，進一步以鑽石模型分析台灣與鄰國的競爭優勢。

安規實驗室應定位並專注各自核心測試項目，避免重疊性高而惡性競爭，要結合上下游廠商和驗證機構以建立共同服務與技術開發平台，進而強化與國際驗證機構品牌的合作與驗證規費談判的籌碼，且利用長期的測試服務協定以鞏固其基本的需求，才能有效規畫實驗室測試能力，提升服務的附加價值，創造驗證產業服務鏈的多贏局面。安規實驗室應配合國家驗證機構與符合國際規範並具有公正、獨立、透明之測試驗證機制，執行與落實符合性評鑑制度，以滿足顧客 (政府、產業、消費者等)之需求，提供全方位驗證服務，促進與提昇產業競爭力及民生消費福祉。本研究依此結論提出安規驗證服務業行動建議及未來研究方向。

Introduction: Most consumer products must be safe and meet relevant standards before selling for many countries around the world, which are known as “International product safety certification”. The purpose of this research is to explore the current state and challenges of developing international product safety certification services in Taiwan, also through strategic analysis and research, provide suggestions and recommendations for the product safety certification services makers should find every opportunity to cooperate or strategic partner with either domestic or international certification bodies. Meanwhile, making good use of the relations across the Taiwan Straits could enforce the cooperation with those laboratories testing services from China and emerging nations to improve laboratories' testing quality, technical ability, people training and strengthen the testing credibility, also expand international markets, and enhance competitiveness.

Methodology: The research is done through a meta-analysis of related publications, looking at both international and domestic experiences and trends, also a comparison study of competency of Taiwan and neighboring countries in developing international product safety laboratory testing services through Diamond model.

Results: The safety laboratories shall control the testing capacity effectively, focusing on the core testing items, avoiding vicious competition caused by services overlapping, integrating upstream and downstream partner to establish a common services and technology development platform, thus strengthening branding cooperation and bargaining powers with international certification bodies. Last but not least, utilize long term supply agreement to consolidate basic requirement with the aim of planning capacity, advancing testing's contingent value, creating services chain's multi-win situation.
The safety laboratories shall comply with national certification bodies to establish an impartial, independent, and transparent accreditation system that observes international criteria. It seeks to provide comprehensive and effective conformity assessment services for a variety of clients, such as industries, consumers, and governmental agencies. It strives to create a well-regulated environment in which businesses can prosper while also protecting the welfare of consumers. Suggestions to policy makers and future research work are also discussed.
