由台灣電信產業在3G時代的網路管理 思考未來4G時代可能之應對策略

摘要


行動寬頻服務近年來大為改變了人們的生活方式,帶動了社會的經濟成長,而行動寬頻的技術也由3G邁向4G。2014年是台灣4G的起跑年,國內三大電信業者中華電信、台灣大哥大、遠傳電信已陸續在五月底至六月初推出其4G業務的營運。然而台灣4G的開放仍落後於國際的腳步甚多,全球至今已有約280家行動電信業者走在台灣的前端。為了能縮短學習曲線,快速迎頭趕上,早日提供全國用戶優良的4G網路服務品質,業者必須善用3G時期累積的諸多經驗,並參考國外業者已曾面臨的問題,研究尋求解決之道。 本論文探討的網路管理係網路營運的核心服務管理,其目標在於維持網路優良的品質與順暢的運作,而內容可廣泛的從營運前對網路的規劃、資源的配置、維運流程的設定,到營運後對障礙的發掘、問題的處理,以及後續的改善檢討等,所以網路管理是從前、中、後三階段循著PDCA的循環流程來檢視網路上所有設備和制度,以確保網路品質。 國內業者在2G昇級3G的時候面臨了一些問題,例如3G循著2G的站點建設,卻發現3G涵蓋範圍小於2G;頻譜與頻寬具有的優勢,卻已是先天註定的基因;網管系統除了跟隨國際標準,還得跟著時代腳步不停演進;不同的世代需求的專業人才當然不同。這些問題到了3G昇級4G都必須有不同的策略思考;另外也需要自國外已開放的地區及市場現況中吸取經驗,學習引進他人的作法,才能加速國內業者網路管理的成熟進步。本論文研究期望能對國內4G網路的營運模式有所貢獻。

In recent years, Mobile Broadband Service has dramatically changed people’s lifestyle and effected society’s economic growth. Also, the technology of Mobile Broadband Service has evolved from 3G to 4G. 2014 is the year that Taiwan starts on 4G. Three leading telecommunications companies in Taiwan, including ChungHwa Telecom, Taiwan Mobile and FarEastTone, had continually presented their services in 4G from late May to early June. However, the pace that Taiwan started 4G service is still slower than 280 other telecommunication companies in the world. To provide a better quality in 4G service, the operators should make use of the experiences aggregated from 3G and solve the problems they already faced to shorten the learning timeline. The Network Management that this thesis discusses is the core service management of Network Operation, which tries to maintain a fine quality of Network and to operate smoothly. The content can be broadly discussed from the network planning, allocation of resources, and the setting process of operation and maintenance before operating; up to explore barriers and obstacles after actual operation, problem solving, and following improvement review. Therefore, the Network Management is followed through the cycle processes of PDCA to review all the equipment and systems for the network, to ensure its quality. The domestic operator had faced some problems when 2G upgraded to 3G. For example, 3G has constructed under 2G base stations, but found out the coverage of 3G is less than 2G; while the advantages of Spectrum and Bandwidth are predestined genes; Other than following the International standard, Network Management System also has to evolve to catch up with the new era footsteps; there’s a certain different requirement in every different generation’s specialist. All these problems need different thinking strategies in order to upgrade 3G to 4G. In addition, taking experiences from the opened region and market’s status in other countries would also be a solution to accelerate the progress of the Network Management of domestic operators. As a result, this thesis hopes to bring some contributions for the operating pattern in domestic 4G network.
