林業為我國傳統產業之一,從業人員需具備相關專業能力,而證照為專業能力證明之一。在國內技術士證照制度中,目前並無林業職種。為符合高職教育的考照需求外,也為求國內從事林業相關工作者能有證明其專業能力之證照,本研究將探討國內建立林業職種技術士證照,及分析其可行性,並對未來林業技術士技能檢定與發證制度建立提出具體建議。 本研究採質性與量化之研究方法。次級資料法主要用於分析日本林業技士的檢定制度與國內技術士技能檢定之法源,進行林業技術士檢定之可行性分析。並以高職森林科教師作為焦點團體討論之成員,提出林業技術士技能檢定制度之看法。並針對檢定之工作項目進行討論,作為檢定規範之參考。進而利用量化之問卷調查整合國內四所高職森林科對於建立林業職種之技術士證照之看法。最後依據焦點團體討論與問卷結果確定檢定規範之工作項目,並參考相關文獻資料進行撰寫檢定規範之草案。 研究結果顯示,國內建立林業技術士證照具可行性,且目前高職師生大多同意建立林業技術士證照。並以樹木識別、測量、育林、森林經營、伐木集材及檢尺、林產利用、環境教育、林業政策與法規、職業倫理與工作安全等九項作為檢定工作項目並以此制定檢定規範草案。 本研究結論建議成立林業技術士推動委員會,並建議林務局可盡快提出林業職種開發案,並將規範草案做為林業丙級技術士檢定規範之參考。
Forestry is one of the traditional industries in Taiwan. Forestry practitioners are required to have the relevant expertise and the certificates which can be the proof of their professional competence. However, there is no forestry related certificates in the Technician Certification System in Taiwan yet. In order to meet the needs of vocational high school, as well as the professional ability proof of domestic forestry-related practitioner, this study will explore the establishment of domestic Forestry Certified Technician and its feasibility and establish recommendations for the Forestry Certified Technician Skill Test and certification system in the future. This study consists of qualitative and quantified methods to conduct research. First of all, this study uses Secondary Data Analysis to primarily analyze Japanese forestry technician certification system and the law of domestic Certified Technician Skill Test and then carries out the feasibility analysis of Forestry Technician Certification. Besides, this study refers to the opinions from the Forestry teachers in the vocational high school towards the Forestry Certified Technician Skill Test and the discussion on the working elements as the reference on the Test Regulation. After that, integrate the opinions from four domestic forestry vocational high schools by using quantitative questionnaire surveys. Eventually, finalize the working elements of the Test Regulation to carry out literature reviews and draft the detailed Test Regulation based on the conclusion from focus group and result of surveys. The result shows that domestic forestry Technician Certification to establish feasible and is supported by most of the vocational teachers and students. The detailed Test Regulation is based on working elements divided into nine items, including: Tree Identification, Surveying, Silviculture, Forest Management, Logging and Yarding and Registration of the yield, Forest Utilization, Environmental Education, Forestry Policies and Regulations, professional ethics and job security. The conclusion of this study is to promote the establishment of Forestry Technician Committee, and suggest the Forestry Bureau to propose forestry related job opportunities development projects as soon as possible. And then use the Test Regulation draft from this study as reference for Forestry Certified Technician Skill Test of C class division.
