區塊鏈技術應用於營建工程品質查驗之研究

摘要


營建產業的產品生產過程複雜且耗時長久,為了確保建物的品質,健全的工程品質管理制度是不可或缺的,以國內公共工程為例,透過三級品管制度的相關規範以保證工程整體的品質,其中的一級品質管制,要求廠商對施工過程執行自主查驗作業,作為品質管理的第一線。然而,儘管具備完善的制度與規範,實際的執行狀況仍礙於環境、工具種種因素,造成作業效率不佳與無法保證資訊真實性等問題,以至於無法確實體現品管制度的理念。因此,本研究將導入電子化與區塊鏈技術於自主查驗作業,提出一套區塊鏈自主查驗系統,提供前置準備作業與後續文書處理的相關功能,以及即時更新查驗狀態的頁面,並且讓工程人員能以行動裝置於施工現場填寫查驗表單,目標透過電子化的輔助工具改善傳統紙本的作業效率,減少工程人員文書處理的時間成本,提升管理階層對工程品質的掌握,更重要的是藉由區塊鏈技術完整記錄自主查驗的相關資訊,解決傳統文件保存與資訊可信度的問題,進而能落實施工過程的自主查驗。最終透過專家訪談對區塊鏈自主查驗系統進行成效探討,展示本系統導入至自主查驗作業的效益,以及電子化與區塊鏈技術應用於營建管理的潛力。

In order to ensure the quality of the overall construction project, Taiwanese government has established a robust public construction three-level quality control system. In the system, the first-level quality control requires contractor to perform autonomous inspection on the construction process as the foundation of quality management. However, the actual implementation status is still hindered by various factors such as the environment and tools, resulting in problems such as poor operation efficiency and the inability to guarantee the authenticity of information, so that the concept of quality control system cannot be truly achieved. Therefore, this study will introduce electronic and blockchain technology to autonomous inspection, propose an inspection system based on blockchain technology to improve the efficiency of traditional paper operations through electronic aids, reduce the time cost of engineering personnel's document processing, and improve the management's grasp of engineering quality. Finally, an expert interview was conducted to discuss the effectiveness of the system proposed in this study. The result demonstrates the benefits of applying the system to autonomous inspection, as well as the potential of electronic and blockchain technology for construction management.
