複選目標規劃法在區域水資源規劃之應用 -以大甲溪中下游為例

摘要


水資源是農業、工業生產以及人類日常生活中的重要資源。隨著人口增加和 經濟發展,水資源的需求也不斷增加,因此如何使水資源有效率的配置成為重要 和急切的議題。大甲溪為台中市重要的河川,過去曾遭受如1999年的921地震、 2001年的桃芝颱風與 2004年之敏督利颱風等嚴重的天然災害,更凸顯了水資源 管理的急迫性。 本研究的主要目的是應用複選多目標規劃法(MCGP) 規劃大甲溪中下游的 水資源管理計畫以滿足當地農業,工業和生活部門未來的用水需求。目標的設定 包括提高農業和工業生產、控制污染量和增加水資源回收利用等三項目標,並利 用新的規劃方法來達成不同層級的各項目標值,並以實施兩種節約用水策略,包 括減少農業、生活用水需水量與制定不同工業用水回收標準,來進行規劃,研究 結果顯示這兩種策略皆可屬行,端視決策者所追求的是經濟效益或環境效益優先 而異。

Water resource is important for agricultural and industrial productions as well as people’s daily life. With unceasing population growth and economic development, the demand for water resource is increasing significantly in the meantime, thus how to utilize and allocate water resource efficiently is becoming an important and needing issue. Da-Chia River is a major river in Taichung City, it suffered serious natural disasters such as the 921 earthquake in 1999, Typhoon Torajiin in 2001 and Typhoon Mindullein in 2004, and showed the urgency of managing its water resources The main purpose of this study is to set up a water resource allocation plan of the downstream of Da-Chia River to meet the future demand for water of agricultural, industrial and household sectors by multi-choice goal programming (MCGP). Three goals, including agricultural and industrial production, water pollution and water recycling; with different aspiration levels are considerate simultaneously through the new programming method. Two water conservation strategies, which include reducing agricultural and household water consumptions and setting differential water recycling requirements for industrial sectors, are proposed and the study result indicates that both strategies are feasible but achieving a higher production level or a lower environmental level.
