宜蘭公共自行車之使用意向與站點分析

摘要

宜蘭縣政府於2016年針對縣內整體公共運輸系統進行綜合檢討，包含國道客運、公路客運、縣轄市區客運及鄉鎮免費巴士路網等，目標是研提具體有效的執行策略，來優化縣境內公共運輸系統，其中並規劃導入公共自行車系統，並以宜蘭市與羅東鎮為示範區，希望能構建完整公共運輸網絡、提供優質的及門服務。公共自行車系統有助解決都市運輸系統最後一哩的交通問題及降低城市汙染，為民眾提供方便、實惠和健康的交通工具，並可作為市區短程通勤使用。本研究搭配「宜蘭縣公路公共運輸發展計畫案-健全公共運輸整合規劃及行銷案」進行公共自行車使用意向分析，探討宜蘭縣民與觀光遊客之旅次特性、縣內使用運具以及公共自行車使用意願，並利用敘述性統計了解宜蘭地區民眾與觀光遊客對於公共自行車的使用態度，據以作為宜蘭地區設置公共自行車之依據。再者，本研究回顧公共自行車之現有設置準則，歸納出公共自行車設站原則，包含公共服務場所、大專院校、高中、商圈市場以及住宅區等生活機能與公共設施，以此準則找出宜蘭市與羅東鎮相關據點，並檢討原有規劃站點與範圍內的生活機能與公共設施之服務覆蓋程度與旅次數量。本研究亦利用最佳化模式探討在有限的站點下以及設定合理服務範圍內，分析出最大化公共自行車租賃站點服務範圍下的潛在服務人口，並考量現實情況下的空間特性，具體提議宜蘭市與羅東鎮公共自行車的最佳站點區位，此兩地實證研究可驗證最佳化模式之實用性，整體研究成果可作為宜蘭縣政府在公共自行車系統規劃的參考。

Yilan County Government had assessed the overall public transportation systems, which included freeway bus service, intercity bus and local free township bus in Yilan County in 2016. It was expected that public transportation can be improved by this assessment and integration strategies proposed. Among various integration strategies, public bike system (PBS) has been proposed in Yilan City and Luodong Town as a part of public transportation system for its role of last mile connection. PBS can also be a main mode for comparatively short distance travel for achieving the goals of pollution reduction and health enhancement. This study aims to analyze the preference of using the public bicycle system for residents and tourists by questionnaire survey approach. An optimization model is also developed and applied to determine the location of PBS rental stations. The study reviews the existing regulations and standards for PBS planning. Potential users covered by the rental stations are analyzed and used as criteria in the optimization model while maximum potential users from the public space, college, senior high school, business complex, market and residential district in the surrending area of rental stations is the objective of the model. The case studies in Yilan City and Luodong Town have verified the applicability of the model. Research results could be a reference for Yilan County Government in planning of public bike system.
