查核金額以下工程變更設計之探討-以蘆竹鄉公所為例

摘要


公共工程變更設計是長久以來存在的問題,近年來由於工程生命週期理論的發展,工程施工過程中所發生的問題都將與日後維護管理存在關係,故如何降低施工問題及變更設計所造成之影響,是現階段工程界所關注的議題。 以往對於工程變更設計之探討皆著重於較大規模之工程,相較之下地方政府查核金額以下之公共工程卻甚少有人注目。近年來台灣重大公共工程建設之數量,由於地小人稠加上政府財政拮据,已呈現減少趨勢,另隨著五個直轄市的成立,地方政府對於工程整體發展佔有極大影響力,相對的地方公共工程之品質亦與一般社會大眾息息相關。 本研究蒐集蘆竹鄉公所152件查核金額以下工程,其中變更設計案件98件,進行統計分析,希望藉此瞭解造成鄉鎮市公所工程變更設計之實際原因及影響程度,以提供相關單位辦理工程之參考。 經本研究分析後,歸納98件工程變更設計之原因有:業主新增需求、業主指示變更、部份用地無法取得、設計數量錯誤、設計前勘查不確實、配合管線位置調整施作、民眾陳情追加減數量及工項、民代陳情追加減數量及工項、天然災害不可抗力因素等十類,變更追加金額達合約總金額之21%。其中因業主因素(業主新增需求及業主指示變更)變更金額佔合約總金額之8%、設計單位因素(設計數量錯誤、設計前勘查不確實、材料規格設計不適當)變更金額佔合約總金額之6%、陳情事項(民眾及民代陳情)變更金額佔合約總金額之4%,此三項為工程主辦機關應列為工程管理之重點。

The design changes of public works have been a problem existing for a long time. How to reduce the influence caused by construction problems and design changes is an issue to which the construction industry pays close attention currently. Previous investigations on construction design changes were aimed at large construction projects. Instead, the public works below NTD50,000,000 were seldom noticed. In recent years, important public works in Taiwan gradually reduce since it is small but crowded, and the government is short of money. In addition, after the five municipalities directly under the jurisdiction of the central government were established, local governments have enormous influence on overall construction development. On the other hand, the quality of local public works is also closely linked to the general public. In this study, 152 construction projects, which were below the audit amount of money, from the Luchu Township Office were analyzed. Among them, there were 98 projects related to design changes. The purpose was to understand the real reasons causing the construction design changes of township offices and the influence for the reference of related organizations to construction implementation. After the analysis, the reasons causing the 98 construction projects to change the design were classified into ten categories, including “the owner increased the demand,” “the owner directed the change,” “partial land could not be acquired,” “the quantity of design was wrong,” “the pre-design investigation was fictitious,” “the construction was adjusted to match the plumbing,” “the public petitioned for increasing or decreasing construction quantity and items,” “public opinion representatives petitioned for increasing or decreasing construction quantity and items,” and “natural disasters and force majeure.” The changed and additional amount of money accounted for approximately 21% of the total contract amount, in which the owner factor (“the owner increased the demand” and “the owner directed the change”) accounted for 8% of the total contract amount, the design factor (“the quantity of design was wrong,” “the pre-design investigation was fictitious,” and “the designs of materials and specification were not applicable”) accounted for 6%, and the petition factor (the public and public opinion representatives) accounted for 4%. These three factors should be regarded by project supervision organizations as critical issues in construction management.
