台灣非治療性醫學美容產業與相關政策分析

摘要

近十年來，台灣快速的經濟成長已經重塑了生技醫療產業整體的發展圖像，在醫學美容產業這個範疇尤其顯著；但卻鮮少有研究針對其相關的政策議題進行分析與評估。因此，本研究的目的就是要討論台灣醫學美容產業的重大政策議題，特別集中在非治療性醫學美容這個範疇，由此延伸出相關的討論。
本研究主要包括以下五個章節：第一章描述研究動機、研究問題與研究架構。第二章回溯了與主題相關的概念與文獻；同時，也探討了政府與醫學美容產業發展的互動背景和重要性。第三章探討了台灣醫學美容產業總體的發展概況；本章也提到了亞洲區域中其他國家於醫學美容產業的發展。第四章分析了幾個與台灣醫學美容產業相關的重要政策議題，主要引出五個核心的政策議題：(1)醫療觀光；(2)國際醫療與國際醫療專區；(3)醫療的商業化與產業化；(4)政府針對醫療產業與服務的管制；以及(5)兩岸關係法制化後對醫療產業所造成的衝擊。第五章則是整合了前文的討論，並試著提出後續相關的研究方向。
最後，本研究提出了四點政策建議，試圖以此重塑台灣醫療產業的思考架構：(1)政府應該重新思考醫療觀光的相關政策；(2)國際醫療的規劃必須嚴格執行；(3)傳統醫療與醫學美容相關產業必須分開討論；以及(4)兩岸關係法制化後，政府應該以新的思維來建立兩岸在醫療產業方面的互動關係。

In recent decades, the rapid economic growth in Taiwan has reshaped the landscape of biotech and medical industry, especially the medical cosmetology industry. Despite the importance of the field, few literatures reviewed the related policies and the policy outcomes. This study discusses the important policy issues of Taiwan’s medical cosmetology industry, mainly in the non-therapeutic area. The study contains five chapters. Medical cosmetology industry of South Korea, Singapore and Thailand are studied to compare with the development of Taiwan. Significant policy issues of Taiwan’s medical cosmetology industry are carefully analyzed through in-depth interviews with professionals from the public service and the private industry. Five central policy issues are examined: (1) medical tourism; (2) international medical treatments and service/ the Special Zone of International Medical Treatments and Services; (3) the commercialization and industrialization of the concepts of medical treatments and services; (4) the government regulations of medical treatments and services; and(5) the impacts on the medical industry after the legalization of cross-strait relations. This research suggests the following recommendations: (1) the government should reconsider the strategies of medical tourism; (2) the planning of international medical treatments/services program should be strengthened; (3) the traditional medical service under health-care system and the related industries of medical cosmetology need to be developed separately; and (4) the government should reconsider the interactions in the medical industry between Taiwan and Mainland China, especially after the normalization of cross strait relationship.
