中國大陸自1979年實施開放政策(Open Door Policy)以來,逐漸由計劃經濟體系走向市場經濟的制度,同時逐步建立起對外直接投資(Foreign Direct Investment)政策體系。然而,中國大陸做為一個新興經濟體,在資源及資本缺乏的情況下,為何仍要進行對外直接投資?是否具有經濟以外的考量因素?本研究的目的在於藉由檢視中國大陸對外直接投資現況及其企業在不同類型國家的對外直接投資情形,探討其特色及動機,並進一步分析政府開放陸資、簽訂海峽兩岸經濟合作架構協議(ECFA)、投資保障和促進協議及服務貿易協議後,中國大陸投資人在台灣投資的概況及其影響,藉以研擬出具體建議供政府擬定陸資來台投資政策之參考。
Mainland China has implemented the Open Door Policy since 1979, and it has gradually transferred from the planned economy towards market economy and progressively established the policy system of outward FDI (Foreign Direct Investment). However, Mainland China as the emerging economy, in the case of lacking resources and capital, why should it still undertake outward foreign direct investment? Does it have any factors other than economic? The purpose of this research is to propose practical suggestions for reference of the government in formulating Mainland China investment policy in Taiwan by examining the current situation of Mainland China outward FDI and its enterprises’ FDI in different types of countries, discussing their characteristics and motivations, and then analyzing the current situation of Mainland Chinese investments in Taiwan and their impacts after the Taiwan government liberalized the investment of Mainland Chinese in Taiwan, signed Cross-Straits Economic Cooperation Framework Agreement (ECFA), Cross-Strait Bilateral Investment Protection and Promotion Agreement and Cross-Strait Agreement on Trade in Services.
