摘要

本文的目的在探討以色列的彈道飛彈防禦戰略。筆者試圖回答的問題包括：以色列的彈道飛彈防禦戰略為何？以色列為何在擁有核武後，仍決定研發、部署彈道飛彈防禦系統？以色列發展BMD是否代表放棄了過去所強調的攻勢作為與嚇阻戰略？此外，有什麼因素影響了研發與部署的決定？在執行此戰略時，將可能會面對什麼問題？面對中東日益嚴重的擴散問題，以色列採取強化軍事能力的方式來因應固然無可厚非，但其效用與限制卻是我們必須加以探討的。

The purpose of the paper is to discuss Israeli Ballistic Missile Defense Strategy. The author attempts to answer questions including: What is the strategy of the Israeli BMD? Why after the Israeli acquired nuclear weapons but yet emphaisze the necessity to develop a BMD system? In addition, what are the variables that influenced the decision to deploy BMD? What are the impending difficulties in executing the BMD strategies? And, facing the growing proliferation of WMD in the Middle East, it appears to be reasonable for Israel to boost its military might, but the limitation and efficacy of which is an important subject needing our attention.
