公共工程查核缺失改善對策之研究 -以退輔會工程查核結果為例

摘要

民國91年4月行政院公共工程委員會（以下簡稱工程會）廢止「工程評鑑作業辦法」，並於同年8月頒布「工程查核小組組織準則及作業辦法」，其不同於以往的作業模式，強制且較為積極的作為，使得國內公共工程施工品質之管控，進入一個重要的里程碑，民國92年9月再輔以「工程查核小組作業辦法及績效考核作業」，同時亦修正「公共工程施工品質管理作業要點」，整體工程查核已建立了一個具有計畫、執行與考核之完善機制。
非工程專責機關因對於工程單位之機制、人力、經費、專業能力等因素限制，公共工程施工品質管制不易落實，而如何藉由查核制度之運作，找出施工品質低落之問題，徹底解決工程窒礙及擬議回饋機制，為一提昇及確保工程施工品質之有效方式。
本研究係為配合政府政策，針對各主辦機關執行工程查核缺失進行瞭解與探討，並藉統計分析退輔會93至95年度工程查核缺失結果，以柏拉圖及特性要因圖找到主要缺失形成原因，最後再經由專家、學者就工程查核及履約管理改善作為進行問卷調查結果，確認應改善對策。希望本研究所提出之問題與對策，能夠提供工程查核品質機制修訂及非工程專責機關工程督導機制訂定之參考。

In April, 2002 the Public Construction Committee Executive Yuan abolished” The Project to Comment the Construction”, and in August promulgated “The Project Construction Quality Audit Group Guidelines and Work Means” in the same year to organize the criterion and the work means. It was different with the former pattern, the compulsion also achieved more positive achievement, caused a tube of the domestic public works construction quality to control, enters an important milestone. In September, 2003 also promulgated “The Audit Group Work Means and the Inspection of the Project Construction Achievements”, simultaneously also revised “The Public Works Construction Quality Control Work Means”, the overall project construction audit system and perfect mechanism had been established，
The non-project sole responsibility institutions are limited by the regarding factors ex: the engineer's unit mechanism, manpower, funds, specialized ability and so on，it is not easy to carry out the public works construction quality control, but how to rely on the audit operation system discover the problems of the construction quality, and draw up the back coupling mechanism, as soon as the effective way to promote and guarantee the project construction quality.
This research is coordinated with government policy, in view of each project institution to check the flaw, and affiliated with the result of statistical analysis of the flaw of the VAC 2004 to 2006, proposed the improvement. Hope that, the research instituted the proposed question and the countermeasures, provide reference for revising the project quality audit mechanism, also making the supervision and direction system of the non-project sole responsibility institutions.
