勞工保險局改制行政機關及採行人事雙軌制之政策選擇

摘要


在組織改造推動過程中,勞工事務及組織亦進行再造,隨著勞委會配合組改升格成為勞動部後,所屬的勞工保險局也順勢做組織調整,於民國103年2月17日立法院通過勞動部勞工保險局組織法,確定勞工保險局由公營金融保險事業機構型態改制為行政機關,此一改制對勞工保險局組織發展、人事制度、員工權益等方面均有重大影響及衝擊。 本研究主要是從政策選擇觀點出發,透過第一手文獻蒐集整理,以及研究者的親身參與觀察經驗,對於我國勞工保險局進行組織變革之緣由、過程與組織定位之可能方案進行探討;此外,勞保局組織型態改制為行政機關後,人事制度採行「雙軌制」,本研究就勞工保險局「人事雙軌制」制度內容及比較進行介紹,並就人事雙軌制度所衍生的問題影響加以研析,尋求因應策略。 本文最後將各章節研究發現及心得予以呈現,並對研究結論提出個人建議,期待組織變革對勞工保險局之組織發展及人事制度發展,得有更具體且宏觀的願景與展望。

During organization reformation, organization and also labor affairs will be re-organized as well. As Council of Labor Affairs, Executive Yuan was re-organized to Ministry of Labor, Republic of China, some adjustment were made in the affiliated Labor Insurance Bureau accordingly.On February 17, 2014, the Legislative Yuan passed the Organic Law of the Labor Insurance Bureau of the Ministry of Labor to determine that the Labor Insurance Bureau was transformed from a public financial and insurance institution to an administrative agency.This restructuring has organized the development, personnel system, and employee rights of the Labor Insurance Bureau. All aspects have significant impacts and impacts. This research is to discuss and explore the reformation process, the organizational positioning, and also the reason of the labor insurance bureau reformation. It was conducted from policy choice perspective, first-hand literature collection, and also researcher’s personal participation.In addition, after the restructuring of the Labor Insurance Bureau into an administrative agency, the personnel system adopts a "dual system". This study introduces the contents and comparison the "Double Personnel System" system of the Labor Insurance Bureau, and studies problems arising from the personnel dual-track system, and analyzes the problems and to find solutions. To conclude,this paper presents lessons learned and recommendations in hopes that the Organizationl Change will be useful for Labor Insurance Bureau to Organizational Development and Personnel System Development.
