摘要


本研究BOT飯店興建探討與對策,是以萬華(東、西)車站大樓民間參與興建營運的BOT案為探討標的,該萬華車站大樓BOT案包括有交一、交二、交三計三塊交通用地,基地條件皆為建敝率40% 容積率400%,主要係以交一基地已興建完成交付營運使用的凱達飯店為主要標的物。 一般不動產投資人常接觸的類別略分為住宅、辦公、商場、飯店等,通常起造人對於住宅只須作到廁所裝修廚房裝修及公設裝修即交屋予買受人及管委會,至於辦公樓及商場通常室內空間多由承租人自行裝修,只有飯店多數皆由起造人完成所有空間的細裝修且提供所有軟體硬體設備交付予營運端,是以飯店是相對較為複雜的產品。 除了在實質施工時建物完成度必須到內部裝修及電氣用品傢俱等全部到位,而在行政程序上則必須領取使用執照室裝執照到旅館營業登記證,故而在專案執行上必須顧及諸多面向,包括專案的財務融資計畫、BOT履約管理、建管審查、現場營建施工管理、內裝施工管理..等。 本研究主要從業主的角度作BOT飯店興建探討與對策之分析,期能於爾後再有執行類似案件時可以避免錯誤再次發生,進而專案的推動能夠更加有效掌控時間、品質、與成本。 感謝期間所有工作夥伴的齊心協力,感謝曾惠斌教授、荷世平教授於該論文的指導。

The discussion and countermeasures for the construction of the BOT hotel were based on the participation of the “Wanhua Railway Station BOT”. The developer Hung Pan Company signed the contract with the Taiwan Railway Administration. The implementation of the BOT case is the target. The BOT case of Wanhua Railway Station includes three parts, 交一, 交二, and 交三. The Building coverage ratio are 40% , Floor space index Floor area ratio is 400% of the floor area. The Caesar Metro Taipei Hotel, which was completed and delivered for operational use, was explored as the subject matter. In general, real estate investors often come into contact with the categories of residential, office, shopping malls, restaurants, etc. Usually, the owners only need to make toilet decoration and public decoration for the house, that is, the delivery of the house to the buyer and the management committee. Office buildings and shopping malls usually have interior spaces that are mostly renovated by the tenants. Hotels will be the only one which have to make up of the finest decoration of all the spaces and all the software and hardware equipment are delivered to the operator. So, the hotel is a relatively complicated product. In addition to the completion of the construction, the completion of the construction must go to the interior decoration and electrical appliances and furniture, and in the administrative procedures must obtain the license to apply for a license to the hotel business registration certificate, so the implementation of the project must take into account many aspects, including Project financial financing plan, BOT performance management, construction management review, on-site construction and construction management, interior construction management, etc. Mainly from the perspective of the owner, the BOT hotel construction analysis and countermeasure analysis, the period can be implemented later. In similar cases, mistakes can be avoided, and the promotion of the project can more effectively control time, quality, and cost.
