微型保險是針對經濟弱勢族群所設計的保險商品,可提供無法購買一般商業保險的貧窮人口基本保障。我國近年來經濟環境改變,政府開始注重貧窮人口的風險保障議題,目前我國於2009年開辦微型保險,在2012年統計僅四萬人投保微型保險,推動成效並不如預期,顯示我國微型保險的經營仍有很大的進步空間。 故本研究首先歸納微型保險的發展意涵,並與社會保障的差異作一說明,並透過文獻歸納,從核保、理賠、商品設計、行銷等不同面向檢討分析微型保險經營現況,最後探討印度、菲律賓、巴西的微型保險發展情況,與我國的微型保險經營作橫向分析比較,藉此吸取他國經驗。 本研究研擬相關建議事項,作為保險經營者及主管機關日後修正經營微型保險之參考,使微型保險更符合被保險人實際需求,也可進而提升保險業者之經營意願。
Microinsurance is a one kind of insurance product which is designed for low income groups. Recently, due to our nation’s economic circumstance has changed. Government started to increasingly pay attention to the issue of risk protection for impoverished people. In 2009, Taiwan has been started to provide for microinsurance, but it’s results doesn’t match the expectance.Therefore, our nation’s microinsurance business has a lot more effort still needed to be done. In this study, I conduct inductive reasoning from related documents, including nderwriting, claims, product designing and marketing. I would try to analysis for different phases of microinsurance’s current situation.In the end, the study discuss the development of microinsurance in India, Philippines and Brazil. The study propose associate suggestion as a reference for insurance companies and administration to improve management of microinsurance.Not only improve the requirement of microinsurance for insured, but also motivate insurance companies for the intention of management.
