我國指參作業程序之研究(2002-2012)：兼論臺澎防衛作戰

摘要

現代戰爭趨勢處於核武威脅下之高科技戰爭，爆發核戰與全面戰爭之可能性甚低，區域性衝突相對升高。而戰爭型態朝小規模、高科技、高技術發展，以致預警時間短，攻擊威力猛，殺傷、破壞力強，損耗數量大，戰鬥節奏快，戰爭甫行發動，即告迅速結束。
軍事決策程序之研究為了因應現代戰爭進而運用科學原理進行某些特定任務，以集中相關人力和相應的資源，務求於指定時日內完成工作。為達此一目標，未來的部隊須具備快速蒐集、整合與運用各種計畫作為所需資訊之能力，俾能先敵進行決策與行動，有效應付敵人威脅。
國軍自民國90年代起開始引進美軍軍事決策程序概念，並以原有之「指揮程序」與「計畫作為」為基礎，經持續不斷研討與精進，將美軍軍事決策程序內涵納入準則中，並以「指參作業程序」稱之。
國軍與美軍軍事決策程序，就其程序上相同，但在準則內涵、決策理論及執行實務等三方面存在很大差異。本研究嘗試著將國軍及美軍指參作業程序與臺澎防衛作戰分析探討，並檢視我國海島型國家的地緣環境下，應發展出符合適用的程序。

The study of military decision making process In order to follow the modern war and the use of scientific principles to carry out certain tasks to focus on the relevant human and corresponding resources, in order to complete the work within the specified time. In order to achieve this goal, future troops must have the ability to quickly collect, integrate and use the various programs as required information, so that the enemy can make decisions and actions to effectively cope with the enemy's threat.
Since the ROC of 90 years, the army began to introduce the concept of military decision making process of the US military, and based on the original "command procedure" and "plan as", the continuous incorporation and refinement of the military decision making process into the guidelines, And referred to as " Military Decision Making Process ".
The military and US military decision making process, on its procedural the same, but in the connotation of the criteria, decision-making theory and the implementation of substantive aspects of the three there is a big difference. This study attempts to discuss the operation of the ROC army and the US military reference system and the Taiwan Defense Operations, and examine the geo-environment of Island type countries, should be developed in line with the applicable procedures.
