摘要

本論文藉由回顧WTO杜哈回合談判之議程與「峇里套案」的成功，剖析當前全球治理之趨勢。

研究目的：
1. 回顧WTO杜哈回談判以來議程之發展與沿革，探討會員國於WTO制度性因素與談判議題相互影響下所形成之困境。
2. 探討杜哈回合談判及「峇里套案」以來，會員國間集團化之發展。
3. 透過瞭解WTO會員國集團化之發展，提供我國未來於經貿談判上策略之參考。

Abstract:

The goals of this thesis are:
1. Reviewing the negotiations progress and the development of Doha Round’s agenda, explore the dilemma faced by Member States under the institutional factors and the subjects of negotiation.
2. To discuss the development of the negotiating blocks since the Doha Round and the "Bali Package ".
3. Through understanding the development of WTO’s membership, providing references for Taiwan’s future strategy on economic and trade negotiations.
