民進黨中國政策轉型之研究(2000~2012)

中國政策是民進黨使用的一個名詞，但民眾卻不了解「中國政策」究竟包含哪些內容，要把兩岸關係帶往何方，民進黨中國政策的產出常受到許多內外環境的影響，以致政策的成效常常不盡理想，其中最大的原因來自於對岸中國的牽制。陳水扁總統執政時期以任務編組的方式設置「跨黨派小組」，及其三個認知、四個建議的方式提出政策建議，藉由各界反應與建議找出政策執行方法，以此來決定政策的執行與否。基於建構主義的邏輯思維，兩行為體的互動，形塑的無政府文化制約兩行為體的身分、力與活動。民進黨的中國政策在陳水扁擔任總統的第一時期在基於維持現狀戰略之下，是以與歐盟統合模式為主要架構，採取「積極開放、有效管理」的兩岸經濟政策，並致力於兩岸兩會的協商工作。在2012年總統大選黨內初選期間，蔡英文提出了「和而不同、和而求同」的概念，這一政策的宣示，既有民進黨黨內初選形式的需要，因為當時有志參選的呂秀蓮前副總統提出九六共識，謝長廷前行政院長提出憲法共識，蘇貞昌前行政院長提出台灣共識，一向主張擴大對中國實行開放政策的民進黨前主席，尤其要求蔡英文提出明確的中國政策，從而使志在總統大位的蔡英文無法迴避中國政策議題。

“ The China Policy” is a vocabulary that the DPP usually uses when the DPP political people try to explain their status of having relationship or negotiation with China government. Actually, the people in Taiwan can not realize what kind of constituents of the DPP’s China Policy and can not know what kind of situation will be in the future. There are so many factors that will affect the DPP’s China Policy, and that’s why the outcomes are marred. The most important effect is the preventions from China government. In the presidency of the President Chen, he used the categories of mission to set the team of crossing political parties. He used “Three Awareness and Four Advices” to assemble the ideas from the public in order to find the best process of his policies. Then, deciding the policies can operate or not. Base on the logic of constructivist teaching, the interaction of two behavioral entities can build the non- governmental status to limit the identity, power, and activity of the two behavioral entities. The China Policy in the first presidency of the President Chen is under the strategy of maintaining present state of affairs. Base on the framework of the normalization of cross- strait relations and the model of EU, using the economic policy- opening positively and management effectively to work on the negotiation between two sessions in two straits. The first session for the presidential election of the DPP in 2012, Tsai announced the idea of “agree to disagree, agree to get the same thinking”, the announcement conforms the format in the DPP’s first session of the presidential election. Because Lu,Sze, and Hsie want to join the election, they required Tsai to make a definite China Policy and that’s why Tsai can not avoid this topic of China Policy.
