外環之死到復甦-以員林鎮184公頃外環道為例

摘要

本論文的目的是透過設計操作探討鄉鎮外環發展的四個價值，以員林鎮184公頃外環道為關注的基地，探討重點為〈一〉員林鎮184公頃外環道帶來的開發及交通的衝擊〈二〉慢的價值以及當前以快為發展帶來的衝擊。透過以上的分析，思考「快速」發展的影響，關注員林鎮184公頃外環道和員林鎮之間的關係，以慢速來連結員林鎮的生活而非交通的快速發展為本的導向，提出對策去規劃新的員林鎮184公頃外環道的提案及提供未來發展的可能性。

本論文所探討的問題為：如何跳脫交通快速的導向來思考外環周邊的價值？由以下四個課題切入，也是本論文所建構出的新的認知價值，分別為：〈一〉地域價值〈二〉慢速生活價值〈三〉社區價值〈四〉共生價值。並且透過觀察員林外環的周邊，分析地方上的問題，作為評估與研究依據。

設計操作以員林鎮184公頃外環道作為設計操作的位置，以「慢」的思維出發。觀察造成「慢」所發生的現象，作為理論的基礎來發展員林鎮184公頃外環道的設計操作。提出替代方案解決鎮內交通堵塞的問題，以及訂定新的使用分區的比例來抑制外環場域的不當發展，定義外環道在都市計畫中的處理原則，同時用來回應設計操作的精準度，提出不同於現況的都市計劃之新方案。

經由本論文的設計操作，得到的成果為：
〈一〉 員林鎮184公頃外環道的規劃原則。
〈二〉 新的員林鎮184公頃外環道的規劃方案。

This paper is dedicated to the value brought by the outer ring of Yuanlin in 4 aspects, Discussion focused on: 1. The 184-hectare outer ring of Yuanlin, this paper illustrated the development it has brought to Yuanlin and its impact on the transportation system; 2. This paper discussed the value of slow life and the influence of fast development. Through the above analysis, this paper has reflected on the impact brought by "fast" development, and analyzed the relations between the 184-hectare outer ring of Yuanlin and the town itself. Aimed at connecting the people with slow living style in Yuanlin Town instead of oriented toward the fast development of traffic system, this paper has provided a proposal on the outer-ring planning of Yuanlin and possibilities of its future development.

The thesis of this paper is: how to shake off the mindset of fast traffic and consider the real value of the outer ring of Yuanlin? This paper cut into this thesis through 4 aspects, which are also the new cognitive value constructed by this paper: 1. Value in terms of geographic region; 2. Value in terms of slow life; 3. Value of the community; 4. Value in terms of co-existence. By observing the periphery regions of the outer ring of Yuanlin, this paper made an analysis on the local problems, which also serves as the basis for assessment and research.

With the184-hectare outer ring of Yuanlin as the basis, from the perspective of "slow" life, and by observing the "slow" phenomenon as a result of the outer ring, this paper discussed the design operation of the 184-hectare outer ring of Yuanlin, and provided an alternative plan to alleviate the traffic congestion inside the town. This paper has also suggested re-divide the utility districts to constraint the irrational development of the outer ring regions. This paper put forward the management principles in the planning of outer ring. At the same time, based on the result of follow-up examination of the design operation, this paper also provided new solutions that are different from the existing urban planning strategy.

The conclusions from the design operation of this paper include:
1. Planning principles of the 184-hectare outer ring of Yuanlin.
2. Planning solution of the new 184-hectare outer ring of Yuanlin.
