長公路隧道重大事件之營運持續管理研究—以國道五號雪山隧道為例

摘要


鑑於近年來歐洲發生多起長公路隧道之重大事件,對於長達12.9公里的國道五號雪山隧道而言,一旦於隧道內發生重大危險事件,其造成的影響將遠超過一般短、中型隧道,故長公路隧道重大事件之緊急應變程序將更顯重要。 目前國道高速公路局對於長公路隧道之事件處理應變程序,僅針對單一事件訂定標準作業程序,且以事件發生初期為設計目標。然而若隧道內同時發生多起重大事件或因而產生之衍生事件時,因應不同情境之處理應變程序則尚未納入標準作業程序。 為因應國道五號雪山隧道內可能同時發生之重大事件與其衍生事件,本研究將以營運持續管理(Business Continuity Management, BCM)之多重業務思維,依據不同重大危險事件間之影響因素及其關聯度,釐清事件發生時,交控系統與機電系統業務間之協同情形及各業務間對於不同事件之決策準則;然後因應事件嚴重程度之發展,進行各業務之優先權重分析,藉由複雜性群體決策中的多形式訊息協同方法之模式建構,尋求最適化決策方案,進而研擬各業務之後續反應程序以及擬定具層級性交管策略之組合方案,使各業務在最短時間內恢復正常運作狀態,期能建立雪山隧道之事件營運持續管理架構,供坪林行控中心進行重大事件反應計畫之參考。

Many critical events have occurred frequently in European highway long tunnels recently. Once the critical events occur in long tunnels, their impacts will be much more critical than the short, medium-sized tunnels. Therefore, the Standard Operation Procedures (SOP) for critical events are very important. At present, Taiwan Area National Freeway Bureau has provided the Standard Operation Procedure (SOP) for single event towards emergency scenarios. However, if more critical events or derived events occurred simultaneously in tunnels, the corresponding response procedures are not yet included in current SOP. To cope with critical or derived events occurred simultaneously in the National Freeway No. 5 Hsuehshan Tunnel, this thesis will apply theory of Business Continuity Management (BCM) to estimate correlation factors among critical events and to identify decision criteria considering collaborative operations between traffic control systems and electric systems towards different events. In response to the development of the severity of events, priority weights for response procedures are computed. With the Complexity of Group Decision modeling the optimal decision-making alternatives are then ranked to provide responsive plans for different scenarios within acceptable recovery time.
