摘要: 本研究的目地在探討自行車友善的街巷空間,利用通勤者使用自行車轉乘捷運過程中的街巷經驗為案例,進一步探討自行車友善的巷道空間之規劃設計策略。 臺北市近年來社會上的潮流開始流行以自行車做休閒與通勤工具,也讓政府機關開始注重自行車騎乘環境規劃自行車道,就現實生活中臺北市的騎乘環境而言,臺北市目前規劃完成建置自行車專用道及人車共道路網,都是以大馬路上或河濱沿岸來規劃,但是自行車通勤者並不會只行駛在這些自行車專用道,因此研究認為需要建構社區型巷道路網來提供更多更友善的方式來改善自行車騎乘環境,因此,本研究所探討的問題是如何建構以都市社區巷道為主的友善自行車友善的街巷空間。 研究範圍界定於通勤者利用自行車做為交通工具通勤的目的上,自行車通勤屬於日常生活使用型當中的一種,以行駛距離較短、每週使用頻率較高的特性在,還有針對道路空間上本研究通勤路線著重於巷道形成區域型路網連接各區域之研究,利用主要道路建築物後的第一巷道為主要討論道路。 本研究將針對所提出的三個論述方向:路權之規劃、街巷規劃之設計、環境意識之建構,利用參與式觀察法、深度訪談法、文獻回顧法,這三個研究方法做為本研究分析討論方法。 研究過程中以民生社區四條路線做為空間調查與比較研究,選擇原因有以下四點:一、資料取得容易;二、社區巷道品質環境佳道路狀況良好;三、以捷運站為半徑四至六公里內;四、社區是臺北市少數未有捷運經過的社區。 本研究最後提出利用第一巷道觀念的思考方式所建構之自行車友善的街巷空間之規劃設計策略。
The purpose of this research is to discuss the bike-friendly spaces of streets and lanes, using the experiences of commuters in lanes transferring from bicycle to MRT, and further discuss the strategy and plans of bike-friendly lanes. In recent years there has been a social trend in Taipei to use bicycles for recreational and commuting purposes, and therefore government organizations have begun to plan bicycle paths and place emphasis on the bicycle-riding environment. In daily reality, however, the current completed construction plans of bicycle lanes and people/vehicle shared road networks of Taipei's riding environment have all been planned along major roads or riversides. However, commuters do not only ride along these special bicycle lanes, thus this research holds that the construction of community-style roadway networks is necessary to provide more and friendlier ways of the bicycle-riding environment. Therefore, the problem discussed by this research is how to build bicycle-friendly lanes in city communities. The scope of this research is limited to commuters using bicycles as tools of transportation. As one type of activity of daily life, the features of bicycle-commuting are a shorter travel distance and a high rate of frequency per week. Also, in regards to road spaces, this research of commuter routes focuses on lanes forming regional road networks linking each area, using the first lane behind main road buildings as the main road under discussion. This research will focus on the three aforementioned areas of discussion: planning of road privileges (the right of way), design of street planning, and building of environmental awareness. The following three methods of analysis and discussion were used in the research: participatory inspection, detailed interviews, and literature review. Minsheng community's fourth road was used for this research's space investigation and comparative research for the following four reasons: 1. Ease of obtaining information. 2. Good community lane quality, roads in good repair. 3. Within a 4-6 km radius of the MRT station. 4. One of Taipei’s few communities left without the MRT running through it. This research concludes with three related aspects: policy direction, social environment, and plan/design, providing a reference for future planners of the development of bicycle-friendly lanes. According to the central discussion brought forth by this research, the problems raised and the design strategy should take into consideration the three requirements of effectiveness, safety, and comfort, while using the first lance concept to plan and design bike-friendly lanes.
