應用德菲法探討臺灣體育政策發展策略-以籃球運動為例

摘要

2012年2月，臺裔NBA球員林書豪在美國颳起旋風，政府因此正視籃球發展問題，於同年六月召開全國籃球發展會議，討論發展籃球之計畫。本研究鑑於此，欲透過德菲法以及訪談法探討以及回答本文之主要研究問題：政府在發展籃球的同時，扮演何種角色，從何處著手？以及能採取哪些政策並且優先執行？
透過兩回合的問卷及篩選，得出十項策略如下：1.球員職涯輔導，協助退休就業。2.稅法修訂吸引企業投入籃球發展。3.強化裁判訓練及賽制規劃，提升比賽競爭力。4.承擔代表國家隊選手運動傷害之風險，制定長期輔導政策。5.從學校要求預算，基層紮根。6.政府提高體育政策預算比例。7.確立發展目標、方向以及評估指標。8.加強籃球環境與設施維護。9.大型籃球場興建，建立比賽主場地。10.爭取國外職業球隊訪問與交流。
根據研究結果，本文也針對研究結果提出結論以及對於台灣籃球未來發展策略之建議，期盼未來能夠提供給相關單位以及研究共同討論，做為參考。

In February, 2012, Taiwanese American NBA player Jeremy Lin has brought ot the crowd in the United States, leading Taiwan government seriously concerned in regards to basket development issues. In the same year in June, the National Basketball Development Conference was held to discuss the development of the basketball program. In this study, the topic will answer the question: “What role government is playing throughout developing basketball and where to start? And what policy can take precedence? “ This research will be conducted based on Delphi method and personal interview.

Through two rounds of questionnaires and screening, which draw ten strategies as follows: 1. Player career counseling and retirement re-employed assistance.
2. Drafting Tax Law Amendments to attract businesses invest in the development of basketball. 3. Strengthening the referee training and competition system planning, to enhance the competitiveness of the game. 4. Bear on behalf of the national team players sports injury risk, developing long-term guidance policy. 5. Compiling budget from school, building a solid foundation. 6. Increasing the proportion of sports policy budget in government. 7. Establishing goals, direction and evaluation indicators. 8. Strengthening basketball environment and facilities maintenance. 9. Constructing large basketball court to establish the main home court. 10. Inviting foreign professional team to Taiwan.

In addition to the findings, the paper also proposed conclusions for the study and suggestion with regards to future development of Taiwan’s basketball strategies, looking forward to provide references for the relevant units as well as related research to discuss
