中國區域制度霸權的建構：思維、實踐與特色

摘要

強權的興起有著其不同的根源，無論是經濟能力、地緣上與版圖上的優勢、意識型態或是軍事的力量，更包括「制度」的力量。英國能夠在兩次世界大戰之前稱霸於世界，除了地緣、經濟與軍事的能力之外，更藉由「制度」的建構與創新來成就其霸權。

由於英國金融制度的完備，較之其他金融體系較為落後的國家，就具備了許多的優勢，為其經濟成長提供了一個適宜的環境，使得倫敦成為當時世界的金融中心。進而能夠建構「金本位」國際經濟制度，掌握國際金融秩序，成為英國霸權中國際制度面的依拖。同樣地，美國霸權的構成，也依賴著國際制度面的作用，包括聯合國、北大西洋公約組織、世界銀行以及世界貿易組織等。

此外，面對美國單邊主義的外交作為，中國提出「國際關係民主化」希望藉此來裂解美國霸權的單邊主義外交，並且擴大在國際制度中的影響力，以承擔更多的國際責任。藉由周邊制度的方式讓中國承擔更多的周邊責任，並擴大中國在區域的影響力，穩定中國崛起的周邊環境。消除亞洲國家對中國發展存在的疑慮，改變中國與亞洲國家的關係。所以周邊制度的建構與主導，中國崛起所必需的，也是「和平崛起」、「和平發展」或者是「和諧世界」思維下的外交重點。

在瞭解周邊制度對於中國崛起的重要性之後，再進一步就「權力、利益、認知」三個面向來評估中國區域制度霸權的正當性。最後再分析中國如何以周邊制度作為對台的戰略作為，以及台灣的因應之道為何。

There are different origins of Power-Rising, inclusive of the military ability, the economy ability, the ideology, the superiority of geography and even the power of “institution”. For example, besides geography, economic and military, it mainly depended on the construction and innovation for UK to seek Hegemony.

Owing to the more complete financial system of UK than the other countries, London could be the world financial center and benefit for economic growth. Furthermore, UK could construct the “Gold-Standard” international financial institution to control the global financial order and which becomes the institutional foundation of UK hegemony. After UK, the construction of USA hegemony also depended on the effect of international institution, such as UN, NATO, IMF and WTO, etc.

Recently, because of the USA Unilateralism, China proposes the “Democratization of International Relations” to confront it and also try to expand its influence in every international institution. Additionally, China wants to commit more regional responsibility, enlarge more regional influence, and stabilize the regional environment for China-Rise, by means of regional institution. It also could eliminate the doubt of Asian countries toward the Rise of China and improve the relation between China and Asia. As a result, it is important for China to construct and lead the regional institutions, and which is the key of “Peaceful Rise”, “Peaceful Development” or “Harmonious World”.

After understanding the importance of regional institution to “China-Rise”, we try to use the power, interest and knowledge three aspects to assess the legitimate of “China Regional Institution-Hegemony”. At last, we want to analyze how China uses all kinds of regional institutions against Taiwan and what Taiwan can do?
