摘要

21世紀初，中國外交高舉和平、發展、合作的旗幟，準確把握國際形勢發展趨勢，奉行“和平共處五項原則”，在建設小康社會營造和平穩定的國際環境的同時，向世界全面闡釋了“和諧世界”的外交新理念。中國近年來透過推行「和諧世界」新理念，已成為繼美國和歐洲聯盟之後的第三大外交中心，初步顯示外交戰略的力量。
　　自20世紀90年代以來，中國回歸中國文化歷朝外交思想，使中國的外交取得了豐碩成果。中國外交戰略是在新安全觀指導下的新型國家戰略。其核心是維護國家利益，推動地區的和平與發展。並以韜光養晦求發展，把握機遇謀和平，是中國未來周邊外交的總體走向。中國在各場合不斷提出“科學發展觀”、“和諧世界”、“和平發展”等重大戰略概念，概括了中國歷史發展經驗，更展現了中國發展的未來趨勢。
　　胡錦濤透過外交參與方式融入國際，在上海合作組織、東協組織中，中國漸扮演著重要的角色，以負責任的地區大國為定位，顯示中國外交戰略的正確方向，關係著中國的崛起，而中國未來將如何發展，其外交戰略更是不可忽略的一環。

At the beginning of 21st century, China holds the flag of peace, development and cooperation over her diplomacy, precisely holds the development trend of international situation, and follows “Five Principles of Peaceful Coexistence ". She explains the new diplomatic concept of “harmonious world “in an all-round way to the world while building a well-off society and a peaceful and steady international environment. China pursues the new concept in “ harmonious world“ in recent years, and has already become the third largest diplomatic center following U.S.A. and European Union, showing the strength of diplomatic strategy tentatively.
Since 1990s, China has been going back towards her traditional diplomatic thought, which makes her acquire a great achievement. China's diplomatic strategy is a new-type country strategy under the guidance of new security concept. Its core is to safeguard China’s benefit, to promote the peace and development of the area. China's diplomatic tendency will be to seek development by hiding her talent and to seize opportunities to work for the peace. China brings up some great strategic concepts, such as "scientific development view ", "harmonious world "and "peaceful development ", in every occasion. These concepts include China's experience of historical development, and represent the future trend of China's development even more.
Hu Jintao incorporates into the world by participating in diplomatically. In Shanghai Cooperation Organization and Association of Southeast Asian Nations, China is playing an important role gradually. She makes herself the status as the regional big country who shoulders the responsibility, which shows the correct direction of China's diplomatic strategy is concerning the emergence of China. Her diplomatic strategy is a part that can't be neglected over how China will develop in
the future.
