東協外交智庫-東協戰略暨國際研究所(ASEAN-ISIS)角色與功能之研究

摘要


東協戰略暨國際研究所為20世紀冷戰後期東協10國共同成立的二軌外交智庫網絡,自1988年成立伊始,即針對區域安全與和平展開積極的研究與對話,該研究所除以備忘錄方式向東協提供政策建言外,並與亞太區域許多國家一軌、二軌機制建立對話管道,對東協發展進程可謂貢獻厥偉。本論文就該研究所成立背景、各成員研究機構的成立沿革、主導的對話機制等面向,進一步分析該研究所扮演的角色與功能,進而對該研究所未來所面臨的挑戰進行研究與分析。該研究所對於東協發展進程具有決定性的角色與功能,其不僅促成亞太安全合作理事會及東協區域論壇對話機制,亦主導亞太圓桌會議、人權對話會議及東協人民會議等重要對話機制;另就東協憲章章程起草工作亦扮演關鍵性的角色。成立近30年的東協戰略暨國際研究所,從20世紀80年代後期邁入21世紀,面對詭譎多變的國際情勢,無論在經費來源、組織與研究能量整合及人才斷層等問題,未來將面臨多重的挑戰。 臺灣自1996年開啟與東協戰略暨國際研究所的對話機制,討論議題涵蓋區域政治、經濟、安全等領域,以臺灣位處戰略要點及對中國大陸的了解與特殊的兩岸關係等因素,顯示臺灣在東協二軌機制亦是不可或缺的一員,臺灣應主動積極擴大參與東協相關的二軌機制活動,東協亦應回饋及肯定臺灣對東協在區域安全、經濟、社會文化的付出與貢獻,並在互信合作之基礎上,共創雙贏局面。

ASEAN Institute of Strategic and International Studies (ASEAN-ISIS) was founded by the 10 member states of ASEAN at the latter phase of Post Cold War era in the 20th century. Since it was established in 1988, ASEAN-ISIS has actively conducted many researches and dialogues on regional security and peace-keeping. ASEAN-ISIS not only offers advice for ASEAN in the form of memorandums, but also creates the channels of dialogues with Track I and Track II mechanism of numerous states in the Asian-Pacific region. Its contribution on ASEAN’s developing progress is very influential. On the basis of the reviews on the founding background of ASEAN-ISIS, the chronicles of all the member institutes under ASEAN-ISIS, and the mechanism conducted by ASEAN-ISIS, this thesis proceeds to analyze the roles and functions of ASEAN-ISIS and explores the feasible challenges confronted by ASEAN-ISIS in the future. ASEAN-ISIS plays a decisive role and possesses crucial functions. It not only helps materialize several mechanisms of dialogues such as Council for Security Cooperation in the Asia Pacific (CSCAP) and ASEAN Regional Forum (ARF), but also conducts other important mechanisms of dialogues such as Asia-Pacific Roundtable (APR), ASEAN Intergovernmental Commission on Human Rights (AICHR) and ASEAN People’s Assembly (APA). In addition, on the initiative work of ASEAN Charter, ASEAN-ISIS plays a significant part as well. ASEAN-ISIS has been established for nearly 30 years which started off from the late ‘80s to 21st century. In the face of the unpredictable international status, there will definitely be numerous challenges in various perspectives such as the origins of funding, the integration of organizing and researching potential and the generation gap of human resources. Taiwan has begun the dialogues with ASEAN-ISIS from 1996. The issues discussed between the two parties cover the fields of regional politics, economics and security. Taiwan possesses the characteristics of locating in the strategic spot, understanding Mainland China and maintaining a very special relation with Mainland China. The facts above cause Taiwan to be a necessary member in ASEAN’s Track II mechanisms. Taiwan shall aggressively expand the participation in ASEAN’s Track II activities. ASEAN shall as well approve and response to Taiwan’s devotion and contribution on the regional security, economics and social culture. In addition, on the foundation of mutual confidence, Taiwan and ASEAN could generate a win-win result.
