台灣東北角農場規劃與民宿經營研究

近年來由於經濟快速成長，以及實施隔週休二日，國民休閒旅遊風氣日盛，休閒農業及旅宿業的需求也大幅增加。當前台灣青年人就業環境艱困，與待遇發展的問題，經營農場民宿業應是青年創業者可期待的一項行業。作者認為與其謀一份工作，不如自己創業。在家人鼓勵下，希望利用年久失耕祖傳農地，經營休閒遊憩「農場民宿」。又台灣東北角景觀生態人文風采多元繽紛，資源豐富，有利於未來的經營發展。
本文將從規劃經營者之觀點，探討台灣休閒農場之發展歷程、經營現況、面臨的問題。同時對農場民宿經營上的相關法令、農漁養殖、管理服務、行銷推廣等面向，預先蒐集研究。此外並以「產品開發程序理論」研究方法，著手模擬相關旅遊食宿服務產品之開發。

Abstract
In recent years, owing to the rapidly economic growth and the implementation of two days off every other weekend policy, citizen leisure tourism increases prevalently, which contributes to a significant increasing demand in recreational agriculture and business in lodging and accommodations. Meanwhile, the working environment for the young Taiwanese is difficult and the wage growth is limited, running a leisure farm with homestay would be a prospective business for the young entrepreneur. Hence, the author would prefer to be an entrepreneur rather than be an employee. Under the encouragement of the families, the author would like to operate a leisure farm with homestay by well utilizing the long neglected ancestral farmland. It would be conducive to the business development by taking advantages of the diversities of ecological system and humanistic environment as well as the rich resources of northeast Taiwan.
The development history, current practices and confronted problems of leisure farm in Taiwan are all discussed in this article from potential operator’s points of view. Besides, related informations about leisure farm with homestay are also collected in this article, such as laws and regulations and the current situations of agriculture and aquaculture. In addition, the author also does research in the aspects of management and service as well as marketing and promotion. Moreover, product development program theory is used to simulate the services product development of tourism, board and lodging.
