在中國一帶一路下對馬來西亞東海岸鐵路計劃之政策評估

Policy review of Malaysia's East Coast Railway Project under China's Belt and Road

摘要


由於馬來西亞其特殊的地理位置,馬六甲海峽處於國際中央樞紐地帶,中國將馬來西亞視爲東南亞一帶一路合作計劃裏的核心地點。自2013年一帶一路計劃開始,截至2016年,短短的3年時間,中國已經成爲馬來西亞最大的貿易國。種種數據也開始顯示,自一帶一路合作計劃進入馬來西亞,馬來西亞不管在基礎設施的建設、貿易等方面,逐漸開始依賴中國。 東海岸鐵路計劃之所以會被國民以及一些專家詬病,除了其離譜的高額成本外,東海岸鐵路計劃成功的可能性也不被專家及民衆看好。東海岸鐵路計劃裏路綫主要經過馬來西亞西部半島,圍繞其東部海岸運行。在馬來西亞西部半島,大城市都圍繞在西海岸,如吉隆坡、檳城、柔佛等等,這些地區也屬於人口密集地帶。而這些地區除吉隆坡外,檳城及柔佛目前尚未擁有發達的大衆運輸。東海岸則屬於人口較稀疏的地區,很難想象爲何政府選擇將如此高額成本的建設設立在東海岸而不是西海岸,本研究將會以實際資料去探討此問題,並且將直接給出東海岸鐵路計劃目前建造所面臨的一些問題,以及未來開始營運之後,該如何避免重蹈覆徹吉隆坡LRT的營運問題,並且針對所列出的問題給出可能解決方案,如何贏得馬來西亞民衆對於大衆運輸工具的信任。 本研究主要探討馬來西亞在2018年政黨論題前後,是如何去看待中國一帶一路政策,並且運用馬來西亞人民運距選擇,去分析東海岸鐵路計劃的興建是否適合馬來西亞。

Due to Malaysia's unique geographical location, the Strait of Malacca is a central international hub, and China regards Malaysia as a central location in the Belt and Road Cooperation Program in Southeast Asia. China has become Malaysia's largest trading nation in just three years since the Belt and Road Initiative began in 2013. Data are also beginning to show that since the Belt and Road Partnership moved into Malaysia, Malaysia has gradually become dependent on China in terms of infrastructure construction, trade and so on. The East Coast rail plan has been criticised by the nation and some experts, and apart from its outrageously high costs, the likelihood of the East Coast rail plan succeeding is not highly appreciated by experts and the public. The East Coast Rail Project runs mainly through Malaysia's western peninsula, around its eastern coast. In Malaysia's western peninsula, major cities are located on the west coast, such as Kuala Lumpur, Penang, Johor and so on, these areas are also densely populated areas. With the exception of Kuala Lumpur, Penang and Johor do not yet have well-developed mass transit.The East Coast is a sparsely populated region, and it's hard to imagine why the government chose to set up such a high-cost construction on the east coast rather than the West Coast, and this study will explore this issue with practical data, and will directly address some of the problems facing the current construction of the East Coast rail project, and how to avoid repeating the operational problems of the Kuala Lumpur LRT after it starts operations in the future, and how to give a possible solution to the problems listed, and how to win the confidence of malaysians in mass transit. This study focuses on how Malaysia views China's Belt and Road policy before and after the 2018 political party theme, and uses the Malaysian people's distance choice to analyze whether the construction of the East Coast Railway project is suitable for Malaysia.
