越南新移民女性的跨國遷移與勞動參與

摘要


越南新移民女性基於經濟因素和追求更好的生活而遠嫁來台,她們在原鄉社會即是重要的勞動力來源,嫁入台灣之後,為了回饋原生家庭、貼補家計、追求經濟自主和生活規劃等因素,普遍具有強烈的勞動參與意願。但是家務工作的羈絆、夫妻間感情基礎薄弱而產生的綠帽、逃妻和變壞疑慮,以及族群背景等因素,均提高了外出工作的困難度。為了爭取勞動參與的機會,越南新移民女性積極地加強夫妻間的溝通,部分則會選擇將子女送回越南或者接母親來台灣同住,以減輕家務工作的負擔。 人力資本不足的越南新移民女性,在勞動市場上的就業資訊和工作選擇均極為有限,研習班中文學習的成效,雖然有助於提高受雇的機會,但是為了兼顧家務生活,部分新移民女性只能無償地輔助夫家事業、從事於具女性特質的部分工時工作或是容易進出的基層勞務工作,更因為居家照護或返鄉探親的需求,經常性地進出勞動市場,而呈現出多元、動態的勞動參與特性。 勞動參與是越南新移民女性賦權的重要途徑之一,不僅能加強自我的認同與實踐,提升在家庭裡的權力地位,勞動市場更是促進新移民女性「社會化」學習的最佳場所。透過工作的磨練和實際的社會接觸,可加速新移民女性對台灣社會的認知,改善社會大眾對不同族群的既有成見,同時更將有助於多元族群的融合與和諧發展。

Vietnam bride immigrants move to Taiwan to chase a better life. Most of them have great pleasure to work for different purposes: improve the economic status of their family of origin, support their Taiwan family and fulfill personal desires. They are supposed to play the traditional role of daughter-in-law. But the constraint of housework, the weakness of marital reliance and the ethnic background reduce their working opportunities. However, Vietnam bride immigrants are not completely passive to accept the hegemonic ideology. They try to persuade their family members or take other methods in order to reduce the workload of their housework and obtain the agreement to work. Vietnam bride immigrants are disadvantaged in the labor market. The ethnic and socio-economic background limits their working choices. Some of them are just housewives or unpaid assistants in their family business. Others may be employed as part-time employees or blue-collar workers, and sometimes they are forced to quit because of family issues. The feature of the labor force participation of Vietnam bridge immigrants is diversified and fluctuant. Job creation is the best way for Vietnam bride immigrants to empower themselves. It may help their self-identity and strengthen their position and power in the family relations. It will also increase the chances of social contact and improve the understanding and the interaction of different ethnic groups.
