摘要

民意已從傳播媒體被權力掌握得絕對「多數」時代，來到現今資訊發達的社會「關鍵少數」時代；而所謂的「少數」，其實可能只是以往資訊、溝通平不暢達時代下的沈默者，而社會運動的特質和行動劇碼，更因為有了網路，讓參與者與運動組織之間有了更多媒介的機會，而產生進一步引發行動的可能；而網路的串連性、即時性以及開放性的特色，也間接的提供民眾參與監督媒體和主張傳播權利的管道。本研究欲以公共電視發起之網路連署運動，分析網路工具做為在傳播科技匯流的趨勢下的一種契機，帶來更多監督、改革和對話的機會，讓媒體組織以資訊公開和理性對話的形式，豐富廣電公共領域的公民參與意涵。

In information society, people and organization to centered on resource in internet communication, immediately, flexibility, and convergence a central feature of the information technology paradigm, it makes it possible to
communicative action. On the other hand, free resource and information all have very great help to move to any kind society movement of the plan.
Internet also have democratization potential, any feedback of social agenda from user commented on the internet, they are use their freedom of speech and communication right the same time. Media organizations should also make the best combination of new media and existing communication tools to information demands an open and rational dialogue, enriching the meaning of citizen participation, capabilities and consciousness-raising in the
public sphere.
