中共海洋安全戰略發展－以維護海上通道航運安全為例

摘要

近幾年來，隨著經濟全球化和區域經濟一體化不斷向縱深拓展，世界各國越來越成為緊密聯繫、相互依存的整體。國際貿易中貨物運輸量的80％以上依靠海上運輸，海上運輸就像“血液”一樣維繫著世界經濟的運轉。保障海洋戰略通道的安全通暢，不僅關係到一國的對外貿易和運輸安全，而且牽涉到國際關係和戰略格局的演變，其地位與價值正在為國際社會所重視，成為國際戰略、世界軍事和國際經貿研究的前沿課題。本文對國際海洋安全戰略通道作了前瞻性、開創性的研究。
而探討有關海洋安全的議題可謂琳瑯滿目，尤其是探討有關中共的海洋戰略問題更逐漸形成一股熱潮，就目前所蒐集的資料與文獻，如馬保安之「戰略理論與學習指南」、徐錫康與劉繼賢之「海洋戰略環境與對策研究」等等在本文的論述上，都從不同的角度來切入探討與研究。論文共分為六章：
第一章介紹研究動機與目的，研究方法與途徑、研究範圍與限制、研究架構以及安全基本概念。第二章主要分析安全意涵為何，以及探討兩者間之相關性。第三章為中共海上實力不斷增長，在其行為與觀念上仍然不斷受到外在環境的影響，所以在不同的認知下產生不同的行為，和國際環境的交叉影響下，又重新建構中共的行為與安全利益，來解釋其在發展海權上的行為。第四章為中美、日安保所形成的「太平洋島鏈」及所謂島嶼領土主權等相關海洋安全問題，審視中共將採取何種方式來因應。第五章旨在瞭解中共所推行之海軍戰略調整、海事與國際合作等作法，對國際社會、亞太地區將會帶來何種影響，以及未來發展會遭遇何種挑戰。並對次「非傳統安全」的國際合作，如以「上海合作組織」及「東協區域論壇」及「亞太安全合作理事會」的合作關係為例。第六章旨在前述的分析，對中共維護海上通道安全做出整體的評價。

Along with the continuous development of the economic globalizationand the regional economic integration,all the countries in the world contactmore and more closely and interdependently in recent years.On the international
trade,80 percent of the freightage depends on the marine transportation.As a result,a safe and expedite strategic seaway on the sea not only relates to the country’s foreign trade and transportation security,but impacts the evolvement of international relations and strategic structure. I just want to make a precursory and initial research on the international strategic seaway.
The first chapter begins with the differentiation of the international strategic seaway’conception,and indicates that seaway is the zone through which a lot of goods transit. From the second chapter to the third chapter
,it takes a respective research on the strategic seaway lying in the Atlantic Ocean,the Pacific Ocean and the Indian Ocean,such as the Black Sea Strait,the Gibraltar Strait,the English-Dover Channel,the Panama Channel,
and so on.The research of the seaways includes The landform and physiognomy,the basic situation,the ship and goods transit,the historical vicissitude and the important affairs related to them. The fourth chapter analyses the
effects of the pirates and the maritime terrorism to the seaway’security.It says that the rampant pirates’ activities and the serious maritime terrorism have been the uppermost unconventional factors to affect the
internationalmarine and the seaway’security. The fifth chapter probes into the international cooperation on the marine strategic seaway. The sixth chapter brings forward some specific countermeasures and suggestions on how to keep the security of the international strategic seaway.
