國家圖書館策略規劃之研究

摘要

本研究旨在探討各國國家圖書館策略規劃發展現況及其與國際專業組織圖書館趨勢報告的對應情形。
本研究採用比較法作為研究方法，比較分析12所國家圖書館的策略規劃文件。在各國國家圖書館間策略規劃文件之比較方面，比較的項目包括名稱元素、時程範圍、公布管道、輔助文件、制定單位及發佈年份等基本資訊。而在與圖書館趨勢報告之比較方面，著重在各國國家圖書館策略規劃關注的議題與各圖書館專業組織發布的趨勢報告關注的議題兩者之間的比較。
本研究結果顯示，（1）策略規劃文件名稱由正題名與副題名共同組成；（2）規劃時程主要集中在5年的時程；（3）國家圖書館在網站公布的最新版策略規劃，主要放置在網站架構的第三層或第四層中；（4）年度報告為最主要的輔助文件之形式；（5）多數圖書館僅提到制定單位，並未對制定過程提供詳細的相關訊息；及（6）多數圖書館的策略規劃文件發布年份與規劃時程的起始年份相同。
本研究發現國家圖書館關注的議題涵蓋範圍十分廣泛，大致有支援研究、合作交流、行銷推廣、角色地位、法定寄存、版權與著作權、空間、保存、政策、特定社群服務、財政、組織管理、資訊取用、資訊科技、數位化、線上服務及館藏發展等17項議題。此外，策略規劃與趨勢報告的關注議題具有高度相似性，而我國與其他國家圖書館之基本資訊及關注議題的重複性高。
本研究根據上述發現，建議我國國家圖書館可參考國外其他國家圖書館的策略規劃文件，讓自身文件的內容更臻完善。此外，對於未來研究之建議，在研究對象方面可（1）將補充文件列入分析對象；（2）探討單一國家圖書館最新的策略規劃文件與回溯版本的內容差異；及（3）加入國家發展政策等文件。在研究方法方面可（1）從多元管道獲取更多的策略規劃文件；及（2）以問卷或訪談等方法，探討館長與館員對圖書館策略規劃的認知與想法。

The purpose of this study is to explore the current situation of strategic plans of national libraries and its correspondence with the trend report published by international professional organizations
This study adopted comparative method to compare and analyze the strategic plans of twelve national libraries. The comparative items include basic information such as title elements, time range, announcement way, supplement documents, making units and published year. In comparison with library trend reports, the focuses are the comparison between the issues discussed in the strategic plans of national libraries and the issues concerned in library trend reports.
The findings of this study demonstrate that (1) the name of the strategic plan shall be composed of title and subtitle; (2) time range is mainly 5 years; (3) national libraries announced their latest version of strategic plans on the library websites, mainly placed in the third or fourth level of the site architecture; (4) the annual report is the most popular form of supplement documents; (5) most libraries refer only to making units and do not provide detailed information about development process; and (6) most of documents’ release year is the same as the starting year of the plan schedule.
This study found that the issues covered by the strategic plans are very broad, including support research, cooperation, marketing promotion, role status, legal deposit, copyright, space, preservation, policy, special community service, finance, organization management, access to information, information technology, digitalization, online service and collection development. In addition, the issues discussed by the strategic plans and library trend reports are highly similar. The basic information and issues concerned in the strategic plan of National Center Library in Taiwan are also high repeatability.
According to the above findings, the study suggests that National Center Library in Taiwan can refer to the strategic plans of other national libraries, so that the strategic plans will provides richer information. In addition, the study also has recommendations for future research. In the study of the object, the recommendations include (1) to analysis include supplement documents; (2) to explore the differences between the latest strategic plans and retrospective versions of single national library; and (3) to analysis national development policy and other relevant documents. In the study of the method, the recommendations are (1) to collect more strategic plans; (2) to explore the cognition and ideas of directors and librarians on l strategic plan by questionnaire or interview.
