摘要

印尼媒體自荷蘭殖民政府、日本殖民時期、印尼獨立初期（又 分為舊秩序與新秩序政府）到印尼改革時期當中，經歷了不同的統 治者。而在這些統治者當中所頒布出來的媒體相關法令，基本上對 印尼的媒體言論自由發展都有阻礙。 本研究主要是研究各個時期的政府對媒體管理之政策，而印 尼媒體人本身又是如何爭取到媒體該有的言論自由，並且努力的扮 演著監督政府也就是所謂的第四權。歷史研究途徑非常重要。因此 本研究的珍貴點在於，本人從印尼國家圖書館以及印尼國家戰略研 究中心蒐集了印尼的媒體發展史，主要的時間點從荷蘭殖民時期起 自印尼改革時期。並且國內尚未有任何學者將多數的印尼媒體發展 史翻譯成中文。並且也蒐錄了印尼媒體憲法以及媒體與政府或民間 企業的互相控告案例。 本研究的新發現，印尼政治的變遷將媒體推向更自由的道 路？還是媒體的自由發展，影響到政治的變遷？二者之間有相互影 響的效果，在新秩序時期，媒體不過只是統治者的工具，對政府缺 乏批判的能力。在蘇哈托統治末期，媒體逐漸採取主動、開放的立 場，終迫使蘇哈托下台，媒體扮演了一次重要的推動政治變遷的角 色。印尼在經過兩次總統直選的洗禮後，民主化正在穩定地前進， 媒體也慢慢的成熟。相信在民主化的氛圍下，印尼的媒體將會朝正 常的第四權的目標發展。

According to Indonesia’s history, there’s a lot of colonial happened. From
Dutch’s colonial, Japan’s colonial until the independent of Indonesia. By
these periods, the colonial governments made some rules of mass media.
Indonesia mass media can’t development as free as other country, the most
reason caused by these rules.
The point of this study is, how the way of the governing policy of Indonesia
towards mass media. This study also collects some data from Indonesia＇s
National Library and Central Strategy of International Study.
Does the transition of Indonesia’s government effect the mass media’s
development, was the new found of this study.
