提升國內垃圾焚化廠經營效率相關因素之研究

摘要

近年由於政府垃圾減量政策的實施，因此垃圾焚化廠的垃圾量減少，進而影響到垃圾焚化廠整廠的營運效率與售電的收入，另外由於焚化爐使用率下降帶來的停爐問題，更造成經營者的隱憂；民間企業投入了龐大的資金來建造及經營垃圾焚化廠，在商業的考量下，如何有效的提升焚化廠的經營效益，降低操作營運成本，達到預期的目標是當前經營者的首要目標。
本研究藉由文獻探討及個案研究探討焚化廠的經營模式對效率的影響，並以德懷術（Delphi）專家問卷方式將管理、訓練、技術三大方面深入剖析焚化廠提升效率的相關因素，期望經過三大方面探討，說明安全管理的重要性，以及教育訓練與知識管理對人員素質提升的幫助，並經由落實教育訓練來提升員工的技術能力。
垃圾焚化廠的經營效率提升牽涉的層面很廣，並非單一方面就可以提高效率，因此本研究從經營面、管理面的深入探討，再藉由教育訓練使既有的知識與技術整合，讓創意知識概念化，逐步演變擴展形成具體化，藉由知識的分享而產生知識創新，進而引導出技術創新，最終提升焚化廠整體的經營效率。

Because of the government policy - Waste Minimization, the trash volume reduced in recent years. The low trash volume affects the operation efficiency of refuse incinerator plants and the revenue of selling electricity. Managers also worry about they have to stop incinerators, because of the low utilization rates. Besides, companies invested huge money to build and operate refuse incinerator plants. Under the consideration of business, companies want to improve the operation efficiency, and lower the operation cost to achieve the planed target.
By paper research and case study, this research investigates different operation models’ effect on operation efficiency. This research also deeply investigates on efficiency improvement from management, training, and technology. Explains the importance of safety management, and increases the employee’s quality and technical ability by training and knowledge management.
There are many aspects relate to operation efficiency of refuse incinerator plants. This research deeply investigates operation efficiency from operation side and management side. Combines the known knowledge and known technology by training. Conceptualizes the creative knowledge, and expands it step by step to realization, and produces knowledge innovation by knowledge sharing, and then derives technology innovation. Finally, The operation efficiency of refuse incinerator plants can be increased.
