既有學校建築設備維護管理機制之研究-以台北地區公立國民中學校為例

摘要


就建築生命週期的觀點而言,建築物構造體的使用年限通常為50~60年,但其建築設備往往10~15年就必須面臨劣化的問題。因此,從使用階段到更新階段的過程當中,建築設備維護管理計畫的執行效率優劣與否,便決定建築設備生命周期年限長短的重要關鍵。 依據內政部營建署94年度營建統計年報顯示,公共建築類已核發的使用執照以學校建築最多,而大多數公立國民中學校舍建築使用時間已經超過十年以上。其次,學校建築不僅是教學與學習的場所,亦是師生每日重要的生活空間。學校校舍的建築設備完善與否以及是否有良好的維護管理,除了會影響學校校舍耐用年限與學生學習生活環境的安全性之外,對於學校教學效能的增進也有相當大的影響。 因此,本研究以國民中學校建築設備為研究對象,針對建築設備管理與維護機制進行研究,藉此建立學校建築設備的自主診斷檢核表,並研擬適合國民中學建築設備維護管理之機制,以達到「資源利用最大化,環境負荷最小化」的建築生命週期延壽與環境永續經營的目標。 經由調查成果分析及歸納後,本研究有以下幾項具體成果: 一、建立學校建築設備日常檢修及故障異常流程圖 提出適合國中學校總務營繕單位管理及技工人員進行建築設備維護管理之簡易操作流程,並且對於日常檢修及維護狀態的掌握加以說明其工作重點,使其維護管理機制能有效率地進行。 二、提出建築設備層級化管理理念及設備修繕通報表單 經由研究過程發現,學校建築設備礙於維修人員及專業知識的不足,往往無法達到建築設備正常運轉之預期目標,因此,本研究提出設備層級化管理的理念,將校方無法達成自主維護管理之設備項目歸納為委外維護管理及部分委外管理等三部份。而設備修繕通報表單的建立則具有提昇維護管理成效的實質助益。 三、建立國中學校建築設備維護管理簡易自主查核表單 藉由簡易自主查核表單之建立,提供學校單位進行設備定期維護檢查工作時,詳細且正確的查核項目及內容,並減輕校方總務營繕單位對於建築設備維護管理工作之困難度。

In respect to using life cycle in structure of the building, its service life was usually 50-60 years, but the equipment machine of the building often must face the problem of the degradation in 10-15 years, the equipment adopted is diagnosed and assessed to set about carrying on the building before renewal of the equipment, determine the renewal of the equipment is an important key of denying efficient and true response present situation. It was according to Ministry of Internal Affairs annual report show domestic public buildings is it use license most large building with school have to authorize to build one year in administration to build. Among them the national building of school of middle school has begun most of service time already over more than ten years. Secondly, school building the place for teaching and study not merely, teachers and students every day important living space also. Whether the equipment of the school building of the school perfects or not and has good maintenance management, besides will influence the durable service life and student of school building of the school to study the security of the living environment, there is sizable influence on the promotion of the teaching efficiency of the school too. So research this regard building equipment of national school of middle school as research object , maintain to building equipment control mechanism carry on research, set up school building equipment is it examine nuclear form to diagnose independently , is it suit national middle school building mechanism , equipment of maintenance management to plan to grind by this, in order to reach building life cycle lengthen the life and goal that environment manage continuously forever on 「utilization of resources maximize , environmental load minimize」 Via investigating that after analysing and summing up in achievement, there is the following several concrete achievement in this research: 1.set up building equipment overhauling of the school at ordinary times and unusual flow chart of trouble Propose suitably that general affairs' camp of school of middle school repairs the simple and easy operation procedure that unit's management and the skilled worker personnel carry on equipment maintenance management of the building at the beginning, and to overhaul and maintain to is it prove his focal point of work to know state while being daily, make it safeguard mechanism of management and go on efficiently. 2. propose repairing the open report form form in building equipment level management idea and equipment Find via the course of studying, the school building equipment is for fear of the deficiency of the maintenance personal and professional knowledge , often unable to reach the re-set target that the building equipment run well, so, originally research and propose the idea of level management of the equipment, sum up the unable equipment project which reach independent maintenance management of school side as three parts , such as management ,etc. outside maintenance management and some committees outside the committee. The equipment is repaired the essence that the setting-up of the open report form form has the promotion maintenance management effect is benefitted . 3. set up the beginning the building equipment maintenance management of school of middle school checks forms simple and easily independently By checking the setting-up of the form simple and easily independently , offer units to the school to maintain regularly the equipment while checking up the work, detailed and correct checking the project and content , and lighten general affairs' camp of school side to repair difficulty degree that the unit maintained the management to the building equipment.
